Accepting credit cards, warehouses, and shipping and fulfilling orders
When using Shopify Store Credit it is giving me a message that I am exceeding my store's credit limit. If it's my store, and Shopify treats store credit like cash, shouldn't there be no credit limit? Or at least enough store credit to purchase all of the available inventory?
I can only issue less than $10,000 total credit with almost $250k in inventory.
Is there a setting I am missing?

Shopify Credit offers merchants flexible credit lines for business expenses. With that said, you do have a credit limit that cannot be exceeded. Based on the screenshot, it looks like you are attempting to use up more credit than your allocated credit limit.
