An Irish businessman has claimed in legal filings that gardaí failed to investigate a complaint that he was defrauded of over €1m by a Russian oligarch.

Raymond Quinn, a former compliance officer with a Wall Street securities firm who retired to live in Co ­Donegal, alleges he and the late US oilman Jack Grynberg fell victim to a sophist­icated scam while seeking finance for a large US oil and gas project in the Rocky Mountains in 2007 and 2008.
