Does Googles 20 testers app requirement also apply for business/organization accounts?

In November 2023 Google updated their requirements for publishing new apps on Google Play but they specifically only mention newly-created personal accounts so I wonder if this rule also apply to new organizational and business accounts?

I was about to create a new developer account and there you have the choice between personal account and business accounts so what are you to believe when the requirement specifically mention personal accounts?

While I don't have a definitive answer for you, I can confirm that you can't simply create a Business account without additional steps. You are required to provide additional information to verify that you are indeed a business.

For example, as mentioned in the link you shared, a D-U-N-S number is required for business accounts.

Indeed, apparently that's enough for Google to alleviate the requirements as I've found an article stating business accounts are exempt from the 20 testers requirement and even offers additional tools and analytics.

Would be nice to hear from someone with first-hand experience though.

I don't know if there's a separate policy for business accounts... (maybe i should...) but we haven't had to deal with any such requirement as a business.

How is an independent developer supposed to meet those requirements? It'd be difficult for us as a small business to meet those requirements.

No, It didn't apply for Business/organization account. It is only for individual developer accounts.

The rule is only for individual developers accounts that are created in or after nov 2023.
