Investment in the Office of Internal Oversight Services

WHO’s auditors and investigators work to ensure WHO’s mission of health for all by providing quality assurances and oversight into the Organization’s programmes and workforce so that they function to their greatest potential. 

By offering its staff regular professional development workshops, continuous learning and training, the Office of Internal Oversight Services (IOS) is investing in the development of skills, knowledge and tools to enhance its capacity to do this important work.

This investment is also an opportunity to build collaborative bridges between both the Office of Audit and Office of Investigations, enabling staff to overcome challenges collectively. 
 

Internal investment

From 2023–24, IOS held numerous continuous learning sessions for its staff covering themes like fraud, abusive conduct, sexual misconduct, leadership, data analytics and artificial intelligence, culture, confidentiality, and oversight in the Polio programme and in health emergencies.
 

External investment

IOS participates in external meetings to broaden their work's reach through learning and listening exercises and IOS presentations. Additionally, there are exchanges with other global health oversight offices, on topics such as fraud, abusive conduct, retaliation, and sexual misconduct in the aid sector. 
 

Investment outcomes

In 2023, the Office of Internal Oversight Services:

  • issued 220 recommendations across 16 audits plus two advisory reviews; and
  • closed 738 allegations of wrongdoing:
    • 92 of which went to full investigation; and
    • 36 of the 92 were substantiated.
