A BILL
To amend the General Education Provisions Act to allow the release of education records to facilitate the award of a recognized postsecondary credential.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Reverse Transfer Effi-
4
ciency Act of 2019’’.

SEC. 2. RELEASE OF EDUCATION RECORDS TO FACILITATE

THE AWARD OF A RECOGNIZED POSTSEC-
2
ONDARY CREDENTIAL.

Section 444(b)(1) of the General Education Provi-
4
sions Act (20 U.S.C. 1232g(b)(1)) is amended—
5
(1) in subparagraph (K)(ii), by striking ‘‘and’’
6
after the semicolon;
7
(2) in subparagraph (L), by striking the period
8
at the end and inserting ‘‘; and’’; and
9
(3) by inserting after subparagraph (L) the fol-
10
lowing:

‘‘(M) an institution of postsecondary education
12
in which the student was previously enrolled, to
13
 which records of postsecondary coursework and cred-
14
its are sent for the purpose of applying such
15
coursework and credits toward completion of a rec-
16
ognized postsecondary credential (as that term is de-
17
fined in section 3 of the Workforce Innovation and
18
Opportunity Act (29 U.S.C. 3102)), upon condition
19
that the student provides written consent prior to re-
20
ceiving such credential.’’.
