To amend the Higher Education Act of 1965 and the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act to combat campus sexual assault, and for other purposes.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Campus Accountability
4
and Safety Act’’.
5
SEC. 2. AMENDMENTS TO THE CLERY ACT.
6
Section 485(f) of the Higher Education Act of 1965
7
(20 U.S.C. 1092(f)) (known as the Jeanne Clery Disclo-
8

sure of Campus Security Policy and Campus Crime Statis-

tics Act) is amended—
2
(1) in paragraph (1)—
3
(A) by inserting ‘‘which shall include, at a
4
minimum, publication in an easily accessible
5
manner on the website of the institution,’’ after
6
‘‘through appropriate publications or mail-
7
ings,’’;
8
(B) in subparagraph (C), by striking
9
clause (ii) and inserting the following:
10
‘‘(ii) the memorandum of understanding
11
 between the institution and law enforcement
12
pursuant to section 124 (or, if such require-
13
ment has been waived, a description of the
14
 working relationship between the institution,
15
campus security personnel, or campus law en-
16
forcement and State or local law enforcement
17
agencies); and’’;
18
(C) in subparagraph (F)—
19
(i) in clause (i)—
20
(I) by redesignating subclauses
21
(III) through (IX) as subclauses (VI)
22
through (XII); and
23
(II) by striking subclause (II)
24
and inserting the following:

‘‘(II) rape;

‘‘(III) fondling;
2
‘‘(IV) incest;
3
‘‘(V) statutory rape;’’; and
4
(ii) in clause (ii), by striking ‘‘sub-
5
clauses (I) through (VIII) of clause (i)’’
6
and inserting ‘‘subclauses (I) through (XI)
7
of clause (i)’’; and
8
(D) by adding at the end the following:

‘‘(K)(i) With respect to the criminal activ-
10
ity described in subclauses (II) and (III) of sub-
11
paragraph (F)(i), the eligible institution shall
12
prepare for the annual security report that is
13
due following 1 year after the date of enact-
14
ment of the Campus Accountability and Safety
15
 Act, and annually thereafter, the following addi-
16
tions:
17
‘‘(I) The number of such incidents
18
 where the accused individual is a student
19
at the institution.
20
‘‘(II) Of the incidents described in
21
subclause (I), the number of such incidents
22
that were reported to the title IX coordi-
23
nator (as defined in section 125(a)) or
24
other higher education responsible em-
