SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Ashanti Alert Act of
4
2018’’.

SEC. 2. ESTABLISHMENT OF ASHANTI ALERT COMMUNICA-
6
TIONS NETWORK.

Kristen’s Act (Public Law 106–468; 114 Stat. 2027)

is amended—

(1) by inserting before section 2 (34 U.S.C.
10
40504) the following:

‘‘TITLE I—GRANTS’’;

(2) by redesignating sections 2 (34 U.S.C.
2
40504) and 3 (34 U.S.C. 40504 note) as sections
3
101 and 102, respectively;
4
(3) in section 101(b), as so redesignated, by
5
striking ‘‘this Act’’ and inserting ‘‘this title’’;
6
(4) in section 102, as so redesignated, by strik-
7
ing ‘‘this Act’’ and inserting ‘‘this title’’; and
8
(5) by adding at the end the following:

.—The term ‘AMBER Alert communications

network’ means the AMBER Alert communications

network established under subtitle A of title III of
17
the PROTECT Act (34 U.S.C. 20501 et seq.).

‘‘(2) A
SHANTI ALERT
.—The term ‘Ashanti
19
Alert’ means an alert issued through the Ashanti
20
Alert communications network, related to a missing
21
adult.

‘‘(3) A
SHANTI ALERT COMMUNICATIONS NET

.—The term ‘Ashanti Alert communications

network’ means the national communications net-

work established by the Attorney General under sec-

tion 202(a).

‘‘(4) A
SHANTI ALERT COORDINATOR OF THE

DEPARTMENT OF JUSTICE

COORDINATOR
.—The

term ‘Ashanti Alert Coordinator of the Department
5
of Justice’ or ‘Coordinator’ means the employee des-
6
ignated by the Attorney General to act as the na-
7
tional coordinator of the Ashanti Alert communica-
8
tions network under section 203(a).

‘‘(5) A
SHANTI ALERT PLAN
.—The term
10
‘Ashanti Alert plan’ means a local element of the
11
Ashanti Alert communications network.
12
‘‘(6) I
NDIAN TRIBE
.—The term ‘Indian Tribe’
13
means a federally recognized Indian Tribe or a Na-
14
tive village, Regional Corporation, or Village Cor-
15
poration (as those terms are defined in section 3 of
16
the Alaska Native Claims Settlement Act (43 U.S.C.
17
1602)).

‘‘(7) M
ISSING ADULT
.—The term ‘missing
19
adult’ means an individual who—
20
‘‘(A) is older than the age for which an
21
alert may be issued through the AMBER Alert
22
communications network in the State or terri-
23
tory of an Indian Tribe in which the individual
24
is identified as a missing individual;
