To authorize community development block grants for providing tools, equipment, and other resources.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Tools On Our Local
4
Streets Act’’ or the ‘‘TOOLS Act’’.

SEC. 2. STRENGTHENING COMMUNITY DEVELOPMENT
6
PARTNERSHIPS WITH NONPROFIT ORGANIZA-
7
TIONS.

Section 105(a) of the Housing and Community De-
9
velopment Act of 1974 (42 U.S.C. 5305(a)) is amended—

(1) in paragraph (25)(D), by striking ‘‘and’’ at
1
the end;
2
(2) in paragraph (26), by striking the period at
3
the end and inserting ‘‘; and’’; and
4
(3) by adding at the end the following:
5
‘‘(27) creating or strengthening partnerships
6
with nonprofit organizations that provide tools,
7
equipment, or other resources to other nonprofit or
8
volunteer organizations assisting in the completion
9
of a community development, revitalization, or reha-
10
bilitation project authorized under this subsection.’’.

SEC. 3. INCREASING AWARENESS.

For each fiscal year beginning after the date of enact-
13
ment of this Act, the Secretary of Housing and Urban
14
Development shall provide notice to grant applicants and
15
awardees under section 103 of the Housing and Commu-
16
nity Development Act of 1974 (42 U.S.C. 5303) that
17
awards provided under title I of such Act (42 U.S.C. 5301
18
et seq.) may be used to create or strengthen partnerships
19
with nonprofit organizations that provide tools, equip-
20
ment, or other resources to other nonprofit or volunteer
21
organizations that assist in the completion of a community
22
development, revitalization, or rehabilitation project au-
23
thorized under such section 103.

SEC. 4. IDENTIFYING OPPORTUNITIES TO INCREASE AC-

CESS TO COMMUNITY DEVELOPMENT PART-
2
NERSHIPS WITH NON-PROFIT ORGANIZATION.

Not later than the end of the first fiscal year begin-
4
ning after the date of enactment of this Act, the Secretary
5
of Housing and Urban Development shall issue a report
6
discussing—
7
(1) opportunities in existence as of the date of
8
the report for Federal, State, and local governments
9
to partner with nonprofit organizations to complete
10
community development, revitalization, and rehabili-
11
tation projects under title I of the Housing and
12
Community Development Act of 1974 (42 U.S.C.
13
5301 et seq.); and
14
(2) existing barriers and challenges with respect
15
to those projects.
