1. Download the mod from it's mod page on Nexus Mods.
2. Unzip the 'Ludomania - Addictive Gambling v1.0' ZIP file with your unpacking software of choice.
3. Place the 'Ludomania - Addictive Gambling' into your "Fallout New Vegas > Data" File.
4. When loading up the launcher, make sure that the plugin file is checked.
5. Enjoy!
