Must-read US Government Accountability Office report on #securityclearance #reciprocity just released. As a surprise to no one, key findings include "ODNI and OPM have not fully addressed all reciprocity-related challenges that agencies and contractors face. For example, 28 of the 31 agencies GAO surveyed stated that information technology (IT) systems at times did not have complete information needed to make reciprocity determinations. If ODNI and OPM took actions to mitigate this and other challenges, agencies may be able to grant reciprocity more often and more quickly." It is clear the changes required under the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA) haven't been enough. After some overnight reflection, I realized I mistakenly began to call into question the accomplishments of one of (if not THE) key players in the Trusted Workforce 2.0 ecosystem: the PAC PMO. The GAO report focuses on ODNI and OPM, and I should have focused my comments and responses there. I don't have any affiliation with the PMO and these opinions are my own, but there hasn't been any organization that's contributed to greater transformation across government than Matt Eanes' group. Without them, there wouldn't be the accountability and innovation we're seeing in many areas. I still think we need a single belly-button at the most senior level possible to serve as a Security Clearance Czar (or TW2.0 Czar or something similar), but the current PAC Principal from OMB is an unequaled leader when it comes to reform efforts: Jason Miller. These guys are giving it their all, and I didn't mean to take anything away from them or their teams. Committed, capable and informed leadership across the federal enterprise is needed to carry the TW2.0 innovations forward. ODNI, OPM and DoD are critical components of that leadership.

When Cameron Jay Ortis, the former RCMP intelligence director general accused of leaking top-secret information, steps into an Ottawa courtroom on Tuesday he won’t be the only one on trial. It stands to be the first time in this country’s history that a Canadian is tried for alleged breaches of classified information under the current version of the Security of Information Act. To many observers of the intelligence community, it is a test of whether Canada in fact has the ability to prosecute espionage cases. At the time of his arrest in 2019, Ortis was a senior civilian member of the national police force who, through his job as director general of the RCMP’s National Intelligence Coordination Centre, had more than just access to sensitive police secrets. He was also privy to intelligence from Canada’s security agencies as well as its allies in the Five Eyes intelligence partnership, namely the United States, the United Kingdom, New Zealand and Australia. It is critical for any organization especially those in the intelligence community to understand and have clear visibility into the actions of those users and accounts accessing the data. Furthermore, once you have achieved attribution, it is imperative to have the ability to provide a complete audit trail backed up by definitive extremely rich context.... Our top concern stems from lone offenders inspired by—or reacting to—the ongoing Israel-HAMAS conflict. We are especially concerned about the possibility of HAMAS supporters engaging in violence on the group’s behalf. We are concerned with foreign terrorist organization who may exploit the attacks in Israel as a tool to mobilize their followers around the world. In recent years, there have been several events and incidents in the United States that were purportedly motivated, at least in part, by the conflict between Israel and HAMAS. #hamasisisis

It has been a long standing principle of security that the aggregation of large amounts of lower classification information may in total require a higher level of security classification, and therefore warrant a higher level of protection. This is why: Today 'the UK's elections watchdog has revealed it has been the victim of a "complex cyber-attack" potentially affecting millions of voters. The watchdog said the information it held at the time of the attack included the names and addresses of people in the UK who registered to vote between 2014 and 2022.' Hostile actors are believed to have had access to the data for over a year from 2021 to 2022. Also today the police service of Northern Ireland revealed that it had mistakenly released the names of thousands of its officers. At present the UK Government states that the threat to Northern Ireland from Northern Ireland-related terrorism is severe. It is a legal requirement to register for the electoral role in the UK. So at a time when the terrorist threat level is considered severe, with police officers being a specific target, UK government bodies have compromised the names of police officers and the means to identify where they live. That the names of thousands of officers, their role, and work location can mistakenly be copy and pasted into a response to a freedom of information act request without any apparent barrier suggests a failure of both classification of material and protective measures for that material. https://lnkd.in/eDPMUs6Q #security #police #terrorism #databreach

When a freedom of information request results in disclosure of Police Services Northern Island (PSNI) data.... There are varying impacts from data breaches. As Northern Ireland is a part of the UK with the highest terrorism threat level at 'SEVERE' the data disclosed in this breach is certainly concerning. During the Troubles, police officers in Northern Ireland were regularly attacked by republican paramilitary groups. Members of the PSNI have also been targeted in gun and bomb attacks in the years after the Good Friday agreement. The data was disclosed in the form of a spreadsheet and mistakenly published in response to a freedom of information request. The data was available to the public for between two and a half to three hours. A spreadsheet was mistakenly published online detailing the surname, initial, rank or grade, location and the departments of all current Police Service of Northern Ireland officers and civilian staff members. It is understood that the breach does not involve private addresses. I do think the possible impacts here should not be underestimated and the approach being taken to protect police officers and their families is currently being investigated. #databreach #northernireland #police #terrorism #disclosure https://lnkd.in/gZBirr7K
