After some overnight reflection, I realized I mistakenly began to call into question the accomplishments of one of (if not THE) key players in the Trusted Workforce 2.0 ecosystem: the PAC PMO. The GAO report focuses on ODNI and OPM, and I should have focused my comments and responses there. I don't have any affiliation with the PMO and these opinions are my own, but there hasn't been any organization that's contributed to greater transformation across government than Matt Eanes' group. Without them, there wouldn't be the accountability and innovation we're seeing in many areas. I still think we need a single belly-button at the most senior level possible to serve as a Security Clearance Czar (or TW2.0 Czar or something similar), but the current PAC Principal from OMB is an unequaled leader when it comes to reform efforts: Jason Miller. These guys are giving it their all, and I didn't mean to take anything away from them or their teams. Committed, capable and informed leadership across the federal enterprise is needed to carry the TW2.0 innovations forward. ODNI, OPM and DoD are critical components of that leadership.
Must-read US Government Accountability Office report on #securityclearance #reciprocity just released. As a surprise to no one, key findings include "ODNI and OPM have not fully addressed all reciprocity-related challenges that agencies and contractors face. For example, 28 of the 31 agencies GAO surveyed stated that information technology (IT) systems at times did not have complete information needed to make reciprocity determinations. If ODNI and OPM took actions to mitigate this and other challenges, agencies may be able to grant reciprocity more often and more quickly." It is clear the changes required under the 2004 Intelligence Reform and Terrorism Prevention Act (IRTPA) haven't been enough. It's time to establish a Security Clearance Czar for the federal government, sitting in OMB and reporting directly to the President.
