In today’s roundup of digital policy news from Africa: 🇳🇬 Nigeria: Nigeria has joined the US, Britain, and 15 other countries (notably excluding 🇨🇳China) in unveiled what a senior U.S. official described the first detailed international agreement on how to keep artificial intelligence safe from rogue actors. 🇿🇦 South Africa: South Africa’s National Assembly passed the Regulation of Interception of Communication and Provision of Communication-Related Information Amendment Bill (RICA Bill). The Bill addresses critical concerns raised by a Constitutional Court ruling, declaring RICA unconstitutional due to inadequate privacy safeguards. RICA had been used by the state for mass surveillance 👁️🗨️ in South Africa. 🇷🇺 Russia: Fact-checking reports published by Africa Check between February 2022 and October 2023 point to several common disinformation narratives shaping online discourse about the 🇷🇺Russia's invasion of 🇺🇦Ukraine in Africa. Introduction The 14th Five-Year Plan of Mainland China emphasized the strategic importance of transforming the Guangdong-Hong Kong-Macao Greater Bay Area (the Greater Bay Area) into a global hub for technological and industrial innovation, and Hong Kong is expected to play a pivotal role as an international center for innovation and technology within this development framework. The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area also encouraged the introduction of policy measures to facilitate the cross-boundary and regional flow of innovation elements such as talents, capital, information, and technologies. To this end, Mainland China and the Hong Kong Special Administrative Region have been ramping up efforts to establish a robust framework that facilitates cross-boundary flow of personal information within the Greater Bay Area. On December 13, 2023, the Cyberspace Administration of China (CAC), the Innovation, Technology and Industry Bureau of the Government of the Hong Kong Special Administrative Region (ITIB), and the Office of the Privacy Commissioner for Personal Data, Hong Kong (PCPD) jointly promogulated the GBA SC, which represented the first facilitation measure under the Memorandum of Understanding on Facilitating Cross-boundary Data Flow Within the Guangdong–Hong Kong–Macao Greater Bay Area (MoU) signed by CAC and ITIB on June 29, 2023, to jointly promote cross-boundary data flows in the Greater Bay Area. https://lnkd.in/ga-6AVNE

It is high time for the most powerful global governance body, the UN Security Council, to integrate cybersecurity and digital rights into its workstreams. We analyzed hundreds of resolutions at the Security Council, General Assembly, and Human Rights Council. The most powerful organ remains woefully unused, under-informed, and inaccessible. While the Security Council's membership, modalities, and resolutions need reforms generally, the specific need for inputs by broader stakeholders on cybersecurity and digital governance matters presents a golden opportunity to bring this body into the digital age. Mind the (digital rights) gap! We recently analyzed hundreds of resolutions passed by the UN’s most powerful body, the Security Council. Our verdict? The UN Security Council is a decade behind on digital rights, a gap that widens as the world races toward AI. Alongside experts from the The Stimson Center, United Nations Office for Disarmament Affairs, and Microsoft, we briefed states assembled by the Republic of Korea during its Security Council Presidency. Of more than 300 UN Security Council resolutions, only a handful speak to the actual threats and harms people at risk face in their daily digital lives. As states and armed parties increasingly weaponize the internet, this puts international law, peace, and security at risk. Transport, Telecommunications and Energy Council (Telecommunications), 21 May 2024 Agenda highlights Ministers for telecommunications will hold a policy debate on the need for a collaborative approach for consistent implementation of the recently adopted legislation in the digital field. The Council will also approve conclusions on the future of EU’s digital policy and on the future of cybersecurity. Over an informal lunch, ministers will discuss the subject of promoting digital skills for an inclusive digital transformation and inclusion. Finally, as an item without discussion, the Council is expected to adopt the artificial intelligence act. ---- The compromise to the Artificial Intelligence Act could not completely address certain Austrian concerns from the point of view of data protection and consumer law. Today, ITI released recommendations for the incoming Belgian Presidency of the Council of the European Union. ITI called for a focus on advancing the #competitiveness of the EU's #digital economy, reinforcing European leadership, as well as collaboration with international partners to address #global challenges. It is crucial that policies include efforts to: 🗣️ Advocate for an innovation-friendly #AI Act; 🖥️ Enhance EU #cybersecurity; 📖 Simplify #GDPR rules; 🌍 Ensure the viability of the EU-U.S. #Trade and Technology Council; 🌳 Recognize technological innovation as a means of achieving #sustainability goals; 💶 Oppose #network usage fees; and 🔎 Promote agreements for targeted detection of child sexual abuse material.
