These results were from informed drivers on a test track- not unalerted drivers on a road. The stated distances conflict with research on drivers on open roads. I urge the FHWA to test a pedestrian at the roadside in similar retro clothing or flashlight. Even with clear instructions, drivers' recognition is likely to be far less than the indicated distances. Test track studies overestimate the recognition of retroreflective targets by 3-10 times compared to road studies. When drivers were asked if they noticed a retro object -recognition=100%. When asked “in their lane” recognition fell to 20%, with the object in their lane. Nighttime eye-tracking videos show flashing lights barely aid drivers. If they can't identify the light, they can't determine its location and did not respond until very late. For non-retro targets, the distances are more in line with a pedestrian on the left side of the lane. Recognition of pedestrians on the right occurred 71 feet earlier. Assumptions: low beam, no glare, or weather, unlit road. - based upon 30 yr meta analysis

Here are some helpful tips for trick or treaters: - Pick brightly coloured costumes and use reflective tape or glow sticks to be more visible to drivers - Wear makeup instead of a mask. Masks can impair your vision and hearing. If you wear a mask, remove it while walking from house to house and crossing streets. - Avoid costumes that are too big or have long dangling pieces that can be tripped on - Depending on the weather, choose costumes that fit well and can be worn over warm clothing to protect against the cold and wet weather - Always walk on sidewalks. - Stay on one side of the street. Safely cross the street to the houses on the other side. Don't crisscross back and forth. - Stay on the doorstep or sidewalk.
