The 19th Global Meeting of the Regional Entities (GMRE). The Global Meeting of the Regional Entities is currently ongoing in Brussels, Belgium. The meeting is being held on hybrid format, allowing delegates who were not able to travel to join virtually. The Director, Capacity Building Directorate, Mr. Taeil Kang, reflected on the WCO theme of this year 2024, "Customs Engaging Traditional and New Partners with Purpose". He informed the meeting that theme challenges Customs to reaffirm longstanding partnerships and boldly forge new alliances in the face of rapid technological advances, environmental and health crises, and complex geopolitical and economic dynamics. This theme further underscores Custom’s commitment to navigating the evolving landscape of global trade and security by fostering collaborations with both longstanding allies and innovative new partners. He urged delegates to deepen existing relationships, ensuring they remain robust, relevant, and mutually beneficial. These partnerships will infuse Custom’s efforts with fresh perspectives and innovative solutions, essential to maintaining our role in facilitating global trade and ensuring security. Mr. Kang recognized the critical roles of Regional Offices for Capacity Building, Regional Intelligence Liaison Offices, Regional Training Centers, Regional Dog Training Centers, and Regional Customs Laboratories, emphasizing the strategic call to action for broadening perspectives, thinking creatively, and embracing innovative approaches within these spheres. Other opening remarks were delivered by the GMRE Chairperson, Mr Norikazu Kuramoto, Director of Regional Office of Capacity Building (ROCB) Asia/Pacific (A/P). Yesterday, the Embassy hosted the closing reception for the Southeast Asia Young Leaders’ Programme, celebrating another highly successful Shangri-La Dialogue organized by the International Institute for Strategic Studies (IISS). The IISS Southeast Asia Young Leaders’ Programme brings a new generation of strategic thinkers from Southeast Asia and countries of strategic importance to the region to the IISS Shangri-La Dialogue each year. They engage in high-level discussions on complex regional security challenges and expand their networks through meetings with ministers and high-ranking officials. The region holds significant importance for Norway, with next year marking a decade since we became a sectoral dialogue partner with ASEAN. This partnership is highly valued and prioritized by both sides, and our collaboration has yielded substantial benefits, particularly in the maritime field and driving the green transition. Increasingly sophisticated competition in the Indo-Pacific requires countries to harness whole-of-society efforts to protect their interests and enhance resilience. The Philippines and Vietnam are two countries heavily exposed to coercive activities, particularly in the maritime, economic, and cognitive domains. To assist both countries in identifying steps to counter these assertive actions and expand dialogue under their Strategic Partnership, the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) and the National Graduate Institute for Policy Studies (GRIPS) hosted a bilateral workshop in Yokohama, Japan. Thirty Track 2 participants – from leading universities, think tanks, and industries in the Philippines and Vietnam – met on April 8-11, 2024, for candid discussions about the shared challenges of building resilience to coercive activity.
