Having worked in the telecom sector internationally for many years, it is very inspiring for me to analyse how #regulation in the #telecom sector is currently evolving in #africa. In its early stage of #telecom liberalization, #Ethiopia is moving forward in regulating the telecommunications sector. The Ethiopian Communications Authority (ECA) published the results of its first analysis of relevant telecommunications markets. It also set the maximum fixed, mobile and SMS network termination rates applicable in Ethiopia until April 2029. Both ECA decisions regard very material aspects of the telecom business, including the possibility for the new entrant, Safaricom Telecommunications Ethiopia PLC, to get access to physical infrastructure of the incumbent, ethio telecom. The interconnection decision is based on a newly adopted cost model. Other African regulatory authorities have been working on cost models in recent years, including most recently in #southafrica. The report presented by Enrico Letta on the future of the European Single Market sets out a roadmap for the new European political and institutional cycle 2024-2029 with the aim of strengthening Europe's economy and competitiveness, as well as the well-being of its citizens. It is very relevant that the report advocates for a degree of consolidation in national markets in order to achieve the local scale necessary to make the sector attractive to investors and to ensure its viability and dynamism. The report also highlights the risk of discouraging investment if sector regulation continues to focus on facilitating the entry of new competitors at all costs. And the report underlines that existing sector-specific regulation has created significant regulatory asymmetries between telecom operators and large gatekeepers in many relevant digital markets. This has led to imbalances in the relationship between the different players. It therefore recommends that additional guidance be provided on network neutrality rules to address innovative use cases, such as those enabled by the network slicing feature of the 5G network. On 17 April 🗓, the EU-Japan Digital Partnership - Public-Private Stakeholders Workshop was organised jointly by the European Commission’s DG Connect and the Delegation of the European Union 🇪🇺 to Japan 🇯🇵 with the Digital Agency, the Ministry of Internal Affairs and Communications (MIC), and the Ministry of Economy, Trade and Industry (METI) of the Government of Japan, with support from the EU funded project Digital Partnerships in Action (DPA). In preparation of the EU-Japan Digital Partnership Council Meeting of 30th 🗓 April the Workshop discussed concrete ideas and gather stakeholders’ views bringing together over 200 participants, experts and representatives of relevant key stakeholders including industry and industry associations, the research community, civil society and think tanks, willing to contribute to the EU-Japan Digital Partnership. The workshop engaged European and Japanese stakeholders in discussions on six key topics (Artificial Intelligence, Semiconductors, Quantum Research and Innovation, Cybersecurity, Submarine Cables and Digital Identity) for the EU-Japan Digital Partnership. All sessions were very inspiring and provided insightful ideas and suggestions for action.
