If you’ve walked the High Line this summer, then you’ve probably seen a massive construction project underway on Manhattan’s west side. This is New York’s first construction site for the Hudson Tunnel Project: a critical right-of-way preservation project known as the Hudson Yards Concrete Casing – Section 3 (HYCC-3). Once GDC and our partners at Amtrak have finished work on HYCC-3, the new rail tunnel will have its vital link to connect into New York Penn Station (NYP).   Work on HYCC-3 launched in November 2023. In just two years, Gateway Development Commission CEO Kris Kolluri transformed plans on paper into active construction on the largest, most urgent infrastructure project in America.   Today, the Hudson Tunnel Project is fully funded with the largest-ever federal commitment to mass transit project. Critical early work is well underway on both sides of the Hudson River. Signing the grant agreement to secure full funding for the Hudson Tunnel Project wasn’t the only milestone we achieve last week. We also launched our first heavy construction project: the Hudson River Ground Stabilization (HRGS).    HRGS will stabilize the riverbed on the Manhattan side of the Hudson River to enable the Tunnel Boring Machine to excavate the new tunnel and protect the riverbed ecosystem. With full funding secured, workers and businesses will soon feel the economic benefits that will come with construction of the Hudson Tunnel Project. The three early work projects currently in progress are already on track to create 7,500 jobs, and the total economic impact of construction will be more than 10 times that. On Monday we celebrated a historic milestone for the Hudson Tunnel Project and transit in the Northeast. Thank you to our Commissioners for guiding us to this point. Your commitment to the project and steadfast leadership will be critical as we move forward with construction.

Eric R Daleo's extraordinary commitment to the Gateway Program and tireless work were critical to securing the largest federal investment in a rail transit project in modern history and initiating construction on both sides of the Hudson River. We wish Eric well in his future endeavors!
