Public Safety Software News: Tyler Technologies to Provide Enterprise Justice Solution Suite to Licking County, Ohio Tyler Technologies, Inc. announced it has signed an agreement with Licking County, Ohio, Clerk of Courts and the Courts of Common Pleas, General and Domestic Relations Division, for Tyler’s Enterprise Justice software suite, including its re:Search portal. “We have been seeking a more extensive case management system that would allow us to efficiently manage the courts’ cases, now and in the future, as our county continues to grow,” said Licking County Common Pleas Clerk of Courts Olivia Parkinson. “We are pleased to select Tyler’s Enterprise Justice system as the ideal choice to make our courts’ systems more transparent and accessible to our users, from pro se litigants to the general public.” Licking County selected numerous products within the Enterprise Justice suite, including: Enterprise Case Manager, Enterprise Financial Manager, Enterprise Jury Manager, Enterprise Custom Reports, Document Management, eSignatures, Notifications, and re:Search Portal. Once implemented, Tyler’s products will help Licking County comply with new and potential changes in legislation relative to public access, including online document imaging and e-filing. Additionally, the solutions will help the courts integrate and communicate more efficiently with constituents. Disclaimer: The views expressed in this post are my own. They do not reflect the official position of the US Government or the Social Security Administration. I've been thinking about a problem lately: "Why is it that the IT Modernization efforts of so many agencies appear to fizzle out after the initial plan?" It's a pesky question. Take the IRS, whose IT modernization effort began during the Clinton Presidency. Or, the Social Security Administration, which completed an initial IT Modernization in 2022 that (according to the IT Dashboard) nearly doubled overall total IT cost. Are we just "banging our head against a wall?" Rob Klopp, former CIO of SSA, theorized that this shouldn't happen. Based on his private sector experience, he believes organizations will reach a critical threshold once they adopt bleeding-edge IT and processes. At that point, a 'gravity' will overcome the old IT and code. The agency will embrace new ways of working in IT, becoming a de facto way of doing business, attaining efficiency and cost reduction. That hasn't been the case, but I don't think Klopp was wrong. Most initial IT Modernization plans can not achieve Klopp's critical threshold. They are about putting in place foundational elements to facilitate long-term modernization. Those plans create the initial tools and building blocks for an IT Modernization ecosystem. They also include a few significant demonstration projects - What good is IT Modernization if it's all about the things behind the scenes? The result? The new tools, environments, and demonstration applications are 100% duplicative. Agencies run the legacy application in parallel to the latest applications. This duplication is partly because government culture is risk-averse but also because of the remaining linkages to technical debt. The initial tranche will always create additional cost drivers until the sunset of legacy. I expect follow-ups to agency IT Modernization Plans (Legacy Strikes Back, or Revenge of the Modernization) to focus on two things: (1) A harvest strategy for recently modernized applications, with an end to legacy linkages. (2) New application development focusing on customer outcomes and key business bottlenecks. Unfortunately, I see the new app development in most agencies with no interest in a harvest strategy and legacy removal. Harvest strategies are complicated and painful. "Who moved my cheese" comes to mind. Cost savings means adopting new ideas and systems and changing behaviors, staffing, and support. For example, an initial IT mod plan may have been an effort to move email to the cloud using Infrastructure as a Service. The following iterative step should be about something other than maintaining the IAAS component. It asks, "Should we be in the email business?" For most organizations, the best possible response is "no" and a plan to move email to Software as a Service. Retrain support staff to work on other things, preferably the next tranche of Modernization.
