Milestones in a history of the making of the international community of archivists (1910 à 1948) International congresses, as a means of intellectual and scientific exchange, have been forums for the discussion of archival issues on an international level, as well as frameworks for the gestation of the international community of archivists in the same way as other professions. From the idea put forward in 1910 by the Brussels Congress, to the birth of the International Council on Archives in 1948, a number of actors made up of archivists, historians and international institutions have addressed the question of archives and helped shape the idea of archives as a universal public good and archivists as a spiritual community participating in the construction of international peace. The present study attempts, through the history of groupings of archivists of various nationalities, to trace the organizational, normative and political issues linked to archives and archivists as a global community in the first half of the 20th century. The revival of the historical sciences in the 19th century and the creation of schools for the training of archivists throughout Europe began to break down the barriers that had hitherto confined archives to national boundaries. The need to communicate, exchange and facilitate access to archives spread first to the European level, through a series of collaboration and standardization processes, and then to the four corners of the world from the beginning of the 20th century.

Published writings from this time typically defined and described Tribal Archives from a colonial perspective and practice.
