Universities, libraries and archives play a decisive role in providing access to knowledge and information for European citizens and, as such, are a crucial part of a functioning knowledge society. Unfortunately, the EU does not do enough to enable these institutions to pursue their public service mission in the digital environment. This needs to change! In order to discuss the issues that these institutions face and to identify a way forward, COMMUNIA is hosting an event on why Europe needs a Digital Knowledge Act. It was great honor to open the second day of Science for Policy in Europe Conference together with Mario Nava, Director General, DG REFORM. Polycrisis and current super-wicked problems call for the best scientific knowledge to be available to policy makers. I talked about how we used the agile approach to build a government analytical unit at the Office of the Government and attract excellent experts (many with PhD). The team is up and running, supporting line ministries in particular in ex-ante Impact Assessment for legislation, delivering on major national reforms such as affordable housing or care for vulnerable children. We are also implementing the first in-house deployment of AI-powered system (building on a state-of-the-art Large Language Model) to analyze vast amounts of textual data to support internal policy decisions. Apart from the step change on the government side, we need to significantly improve the incentive structure for scientists to provide evidence-based knowledge to develop very concrete practical solutions in a pace needed to prepare and adopt legislation in democratic context. The paper I co-authored with Kalypso Nicolaidis and Emilie Gjaldbæk-Sverdrup is finally public: “Technocratic democratisation: what can we learn from the European Commission’s new generation European citizens’ panels?” It delves into the “new generation” European Citizens Panels (ECPs) convened by the European Commission. We introduce the concept of “technocratic democratisation” to characterize a form of citizen engagement which is narrowly confined to the technocratic sphere and thus remains part of a broadly technocratic logic. The paper uses participant observation methods and unstructured interviews with panel participants and organisers. It is based on the authors' work as observers or assistants to the facilitators during the "new generation" ECPs in Brussels between December 2022 and April 2023.
