As kids we all knew who the priests, and pastors, abd coaches and parents etc that were risks ... or that wanted sex and just avoided them or told them no thanks ... and we looked out for each other ... but this is not a problem that is solvable by just adding only protocols such as two person rule for child contact or etc etc . .. really need to get kids taking control and looking out for each other ...not just adults and organizations adding protocols and training ..
What isn't usually shared is that the vast majority of cases against BSA occurred prior to the 70's. In those days it was mostly up to families to deal with these issues. But as someone else said, there is no foolproof way to keep predators out of youth programs.
