Great project for the harbor tug industry.

Today, as a few lucky San Franciscans prowl the long-abandoned Hunters Point naval shipyard during the Hunters Point Shipyard Artists Open Studios event, defense advocates are pouring over maps, trying to identify coastal sites in the Western United States that might be viable for a future naval shipyard or base. More than a few are eying the long-abandoned Hunters Point Naval Shipyard in San Francisco as a candidate for re-opening. From afar, the site looks great, but, as a litigation-ensnared Superfund site and a center of early Cold War radiological experimentation, Hunter’s Point is no place for a modern naval shipyard—unless the Navy reverses course right now and embarks upon a bruising fight to retain, refresh, and reactivate the facility Note: The US is desperately short of naval shipyards, and the precipitous abandonment of bases in California (SF Bay Area, Lng Beach, etc.) has had major consequences to our larger national security situation. It only makes sense to pursue this idea, although there are a bucket full of devils in the details.

“You may have seen many a quaint craft in your day, for ought I know; - square-toed luggers, mountainous Japanese junks; butter-box galliots, and what not; but take my word for it, it is at times not an easy quest to define what makes or does not make a floating craft a ship. The application before me raises this perennial question, viz, what makes a vessel a “ship” for the purposes of validly invoking the court’s admiralty jurisdiction? It might come as no small surprise to some but this deceptively simple question is one which there appears to be no clear (and some might argue, consistent) answer in the wealth of jurisprudence on this topic amongst the courts in the Commonwealth.” The Singapore High Court had the opportunity to consider for the first time this seemingly simple but complex question in the context of a barge which has been converted into a floating fish farm. My team (Vicki, Fiona & Sourish) and I had the pleasure of successfully assisting the court in deciding this issue in our client’s favor citing cases from England, Ireland, Australia, Canada and Singapore … drawing up parallels and identifying practicable common factors used by the courts in these various jurisdictions. The decision sets out how the inquiry should be a multi-factorial approach based on a non-exhaustive list of ship-indicia factors. It also clarified that the infrequency of actual movement across water should not affect the court’s assessment of the vessel’s navigability, i.e. whether the vessel is capable of being used in navigation. #highcourt #shipping #admiralty #law #legal #singapore

KEELS LAID FOR KOTUG CANADA’S FUTURE METHANOL-FUELLED TUGS Kotug Canada, a partnership between Netherlands-based towage company Kotug International and Canada’s Horizon Maritime, recently held a ceremony to mark the laying of the keel of two new escort tugs that will be powered by methanol propulsion systems. Designed by Canadian naval architecture firm Robert Allan Ltd (RAL), the tugs will service the Trans Mountain Expansion Project that will transport crude and refined products via pipeline from Alberta to British Columbia. Deliveries of the vessels are scheduled to commence by the middle of 2025. The 44-metre tugs will escort tankers from the harbour limits of the Port of Vancouver to the open Pacific Ocean through the commercial shipping lanes of the Salish Sea. To provide this service, Kotug Canada has partnered with the Sc’ianew First Nation from Beecher Bay, strategically located along the shipping route.
