A recent policy brief by a senior European Commission ESIR advisory group calls for combining regional strengths to narrow the EU #innovationdivide. ERRIN shared comments on the document in the Science|Business article last week. In the brief, the expert group on the economic and societal impact of #research and #innovation (ESIR) addresses the regional innovation divide in Europe and beyond, outlining the causes for the concentration of innovation in hubs. It is argued that hubs are necessary for a strong innovation environment and that instead of flattening the innovation system the emphasis should be shifted to enabling regions to combine their strengths. It is also proposed to deploy #smartspecialisation principles into the R&I framework. ERRIN’s Pirita Lindholm and Ewa Chomicz shared comments on the paper with Science Business. The brief is in line with ERRIN’s thinking about the need for regions to work together and tap into each other’s capacities. We also agree that regional innovation policy needs to be strengthened and extended beyond the silo of #cohesion, with smart specialisation as a good tool for seeking out competitive advantages in each region. At the same time, the focus here shouldn’t be too tight, as regions need to tackle all kinds of complex challenges, for example connected to climate change. #S3 can evolve towards challenge-driven S3, broadening the scope from economic development to addressing more widely the transformation needs of our societies. With the discussions around the future R&I and cohesion policies post-2027 in full swing, ERRIN is actively emphasising the importance of place-based approach, tackling the innovation gap, #EUmissions, ecosystem thinking and #EUPartnerships, among other topics. The logic behind Catalonia's new research and innovation strategy ('RIS3CAT 2030') is based on the Transformative Innovation Policy approach and Multi-Level Perspective framework.
