By default, in SharePoint Online, any site member can invite another internal user to the site. They simply click here and add members and add more folks. They can't make them owners, that's an option that I have because I'm a site owner. They can't remove members, but they can add new members. And that's just how this is built. And if you want to change that, you would change some of the settings, the permission settings in the members group. But it's really part of SharePoint, is that members can add more members from inside your organization. What's a little more startling to me is how easily users can share documents with other people. Simply there's a share link here. They can even give other people the ability to edit these documents, or to view and not download or to suggest changes. So there are different options.
