Unemployment Tax Auditor

Job Summary

This position is located in the Department of Employment Services, Office of Unemployment Compensation, Tax Division. The principal mission of the branch is to provide support to management with program monitoring. The Tax Auditor assigned to the UI Tax Modernization Project supports the Tax Division by working closely with the UI Tax Modernization vendor and other subject matter experts to perform system wide and User Acceptance Testing (UAT). Incumbent will assist with OUC’s implementation of the District of Columbia Employer Tax System (DCETS), which will replace the Tax Division’s legacy District Unemployment Tax Accounting System (DUTAS) and Employer Self Service Portal (ESSP) systems, perform user Acceptance Testing, creating external communications, arranging agent and employer UAT, and end user video development video for training, makes requirement-based recommendations relative to OUC’s Unemployment Insurance Tax System, based on regulatory environment and changes to accounting standards, and coordinates with management and technical resources to implement system enhancements required to complete critical accounting tasks.

Duties And Responsibilities

Examines and audits employers' records, general ledgers, and/or any other employer financial records which may be of a highly complex nature and could possibly be used to disguise misclassification of employees or underpayment of unemployment taxes. Collects quarterly or annual reports as indicated, computes contributions, administrative assessment, interest and penalties due providing the employer with an accounting of funds collected and issuing a receipt. Assists employers in the preparation of forms, such as quarterly contribution and wage reports, refund applications, and/or other data to be submitted to the Department; explains to employers the unemployment insurance process as it pertains to claimants. Explains to employers the Unemployment Insurance process as it pertains to their rights and responsibilities. Conducts field visits to tour assigned areas to investigate openings of new businesses and assure employer compliance with District laws and regulations. Conducts field visits to unresponsive employers to determine current status of the employer (out of business, no longer in the District, or merely unresponsive). Recommends employers for bank and contract levies. Conducts searches on public records data bases for employer addresses or bankruptcy information. Work with employers in Bankruptcy. Meet with employers concerning collection issues. Discuss Deferred Payment Agreements with employers.

Upon request of other state unemployment agencies, contacts employers to obtain liability reports, and attempts to collect delinquencies; and submits complete report to requesting state. Determines whether an employer is subject to the D.C. UI Law. Responds to telephone and written inquiries from employers, fiscal agents and others Brings to the attention of the supervisor any case where evidence appears to negate legal action. Respond to requests for abatement of late fees and forward recommendation to supervisor for approval usually within two weeks of receipt of request Maintains a file of all cases assigned and ensures that file is kept current regarding the status of each case, which includes posting case record data regarding payments, reports filed, or other actions taken. Serves legal documents, such as assessments and subpoenas to obtain employer records. Performs enforcement actions such as the filing of liens and bank and contract levies. Assists with the selection of employers and accounts to audit for state unemployment tax compliance. Assists with the oversight and review of assignments. Reviews audits through various stages of completion to ensure the audits are performed in accordance with generally accepted accounting principles and Agency standards. Prepares sound audit reports. Assists with the monitoring of various programs and projects related to program compliance. Maintains case management files of audit assignments. Assembles the data obtained from the audit into a cohesive package manually or on the Automated Field Audit Package to meet the 45 day time-frame completion requirement for audits.

Qualifications And Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

A bachelor’s degree from an accredited four-year university with coursework in Accounting, Finance, or Business Administration is preferred.

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm

Pay Plan, Series, and Grade: CS-0501-12

Duration of Appointment: Career Service –Term, NTE 13-Month

Collective Bargaining Unit: This position is covered under a collective bargaining agreement (AFGE Local 1000) and is subject to union dues through payroll deduction.

Promotion Potential: No known promotion potential

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
