Job Description

The PM shall have experience with the execution and management of information technology programs. This includes direct experience in leading and executing IT solutions in the Public Sector.

The PM Must Have The Following Minimum Qualifications

  • A bachelor’s degree in business administration, Information Technology, Engineering, or closely related fields.

Experience In The Following

  • Minimum 5 years of project management experience.
  • Must be a subject matter expert in Federal Financial Management, Planning, Programming, Budgeting, and Execution Lifecycle; Human Resources and Payroll Management; Acquisition/Procurement Planning; or Real Property and Asset Management within last 24 months.
  • Must possess an IT project management certification of PMP.
  • Must possess at least 5 years of experience in Agile or Scrum methodologies.
  • Minimum 2 years of experience as a subject matter expert in the development and deployment of Azure Cloud within the US federal IT environment.
  • Must hold and maintain current DHS suitability.

Responsibilities & Skills

In addition to the Key Personnel qualification, the PM must possess the following responsibilities and skillsets:

  • High energy, proactive, results-oriented personality with strong communication skills.
  • Provide project and technical leadership in a complex multi-project/task order-based Agile environment.
  • Manage the project team to successful on-time and in-budget completion while ensuring quality and performance standards are met or exceeded.
  • Ability to analyze SOWs and requirement documents to estimate the level of effort, and staffing needs, and assist in fleshing out detailed technical requirements.
  • Develop strong business relationships and effectively interact with business owners, mission partners, and project team members in detail.
  • Guide the project team to gather operational, functional, and technical requirements throughout the System Engineering Life Cycle phases.
  • Provide senior-level management and leadership with ongoing and up-to-date statuses on all
  • assigned tasks.
  • Develop and enforce DHS-approved Enterprise Architecture methodologies, IT governance, and Standard Operating Procedures and participate in ongoing process improvement efforts.
  • Experience with implementation of internet applications, mobile iOS and UX/UI design concepts, and backend services.
  • Ability to manage across multiple projects and be proactive in risk management, identifying and minimizing scope creep, and performing impact analysis for new requirements, features, or functions.
  • Able to operate and manage full DHS Systems Engineering Life Cycle from project discovery to post-production rollout including ongoing support & maintenance.

Additional Responsibilities

The PM is also responsible for the management and delivery of all work and deliverables under the contract including:

  • Project Management Plan describing how the required tasks will be staffed and completed.
  • Kickoff Meeting & Briefing (Within 15 calendar days of award)
  • Weekly & Monthly Status Report (as directed by the government PM)
  • Support OCIO in its work with partner organizations in the development of project-specific concepts/architectures.
  • Support the Government in providing project-specific updates to the CONOPS, enterprise-level requirements documents, and/or other future planning documents.
  • Assist the Government in documenting business processes and associated data flows related to integration efforts for financial, procurement, HR, travel, and asset management systems.
  • Assist the Government in developing and documenting project-specific requirements, including assisting the Government in ensuring all project-specific requirements are necessary, complete, correct, compatible, consistent, and traceable to higher-level requirements.
  • Assist the Government in defining and ensuring the consistency and traceability of all requirements, including interface requirements.
  • Support the Government and test resources in verifying and validating the requirements, ensuring requirements are satisfied as expected.
