Montgomery County Government seeks a highly organized and detail-oriented individual to serve as Program Manager II to work with the Manager of Special Projects – Business, Innovation, and Economic Development in the Office of the County Executive for Montgomery County, Maryland on a wide range of activities.

Details About The Responsibilities

Work with Special Projects Manager with research, planning, organizing, promotion, hosting, and follow-up professional and administrative tasks for a wide range of activities including:

  • Guiding Montgomery County Business Center team responsible for fielding business queries, proactive business outreach, overseeing County-owned incubators, managing business innovation (e.g., SBIR, Move) and other business resources.
  • Organizing international trade missions focused on recruiting new jobs and academic partnerships to the County and assisting County companies looking to grow overseas thru exports.
  • Participating in business development programs focused on growing and attracting businesses to the County.
  • Convening high level meetings of industry, academic and government leaders.
  • Expanding innovation and entrepreneurship programmatic and capacity resources for local and international soft-landing companies.
  • Engaging in miscellaneous activities related to business, innovation, and economic development for the County Executive.

  • Conducting research to support analysis and decision-making processes related to new economic development partnerships and activities.
  • Assisting with the development of an international-soft landing resource network and with custom research for domestic and international prospects.
  • Preparing presentations, reports, marketing collateral, and other materials for internal and external stakeholders.
  • Facilitating communications, the scheduling of meetings, and information flow between Special Project Manager, internal teams, and external partners.
  • Tracking and monitoring project budgets, expenses, and resources to ensure efficient allocation and utilization.
  • Coordinating logistics, meeting summaries, and follow-up to meetings, workshops, trade missions.
  • Drafting marketing and promotional material for CEX-led business and economic development activities.
  • On-site logistics and staff administrative support all local meetings, workshops, or programs organized by the Special Projects Manager that are not supported by other County groups (e.g., County Business Center), and for certain international trade missions.

Montgomery County Ethics Law: Except as provided by law or regulation, the County's "Public Employees" (which does not include employees of the Sheriff's office) are subject to the County's ethics law including the requirements to obtain advanced approval of any outside employment and the prohibitions on certain outside employment. Minimum Qualifications

Experience: Significant (5 years) professional experience in business administration, marketing, political science, economic development, customer service, operations, or a combination thereof.

Education: Graduation from an accredited college or university with a bachelor’s degree.

Equivalency: An equivalent combination of experience and education may be substituted.

Preferred Criteria

All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview. Selection for interviews will be given to applicants with experience in the areas of:

  • Experience in project management, administrative and program support, preferably in a new partnerships or business development environment.
  • Analytical mindset with experience gathering and synthesizing information to support decision-making.
  • Proficiency in MS 360 and software and experience learning new tools.
  • Experience thriving in a dynamic and fast-paced environment, with strong attention to detail, and a proactive, flexible, customer service approach to problem-solving.
  • Experience working independently and taking ownership of projects from conception to completion.
  • Willingness to perform administrative tasks (e.g., data entry, collateral packaging, name tag printing) when necessary to support organizational goals.
