Title: Program Manager

Location: Remote

Key Responsibilities:

Program Leadership:

  • Lead and manage the execution of cloud platform projects specifically tailored to the needs of the Federal Client, ensuring alignment with the Federal Client strategic objectives and compliance with federal regulations.
  • Oversee the full lifecycle of cloud initiatives, from initial planning and design through deployment, maintenance, and optimization, focusing on enhancing service delivery and outcomes for community living programs.

Stakeholder Management:

  • Serve as the primary point of contact for the Federal Client, maintaining strong relationships with key stakeholders, including Federal program managers, IT staff, and other client entities.
  • Communicate project status, risks, and issues to stakeholders, providing regular updates and soliciting feedback to drive continuous improvement and alignment with client's mission.

Project Planning and Execution:

  • Develop comprehensive project plans that include timelines, milestones, resource allocation, and budget management tailored to the client's specific requirements.
  • Coordinate cross-functional teams, including cloud architects, engineers, and security specialists, to ensure timely and successful project delivery.

Risk Management:

  • Identify potential risks and develop mitigation strategies to minimize impact on project timelines and outcomes, with a particular focus on compliance and security in the health and human services context.
  • Monitor and manage project risks throughout the project lifecycle, ensuring that risk management processes are adhered to and that cleint's unique needs are considered.

Performance Monitoring and Reporting:

  • Track project performance against established metrics and key performance indicators (KPIs), ensuring that projects are delivered on time, within budget, and meet client's specific objectives.
  • Prepare and present detailed reports on project status, performance, and outcomes to senior management at the program and the Federal Client.

Compliance and Security:

  • Ensure that all cloud platform projects adhere to the Federal Client security standards, federal regulations, and best practices, including FISMA, FedRAMP, and HIPAA.
  • Work closely with the security team to implement and maintain robust security controls and processes, ensuring the protection of sensitive health and community data.

Continuous Improvement:

  • Foster a culture of continuous improvement by identifying opportunities for process enhancements and implementing best practices in cloud platform management within the context of community living services.
  • Encourage team members to share knowledge and stay updated on the latest cloud technologies and trends relevant to client's mission.

Resource Management:

  • Manage project resources effectively, including personnel, budget, and technology, to ensure optimal utilization and project success.
  • Mentor and develop team members, providing guidance and support to help them achieve their professional goals and align with client's objectives.

Vendor and Contract Management:

  • Oversee vendor relationships and manage contracts related to cloud services and solutions, ensuring that deliverables meet quality standards and contractual obligations.
  • Negotiate contract terms and conditions to achieve favorable outcomes for the program and client.

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, Public Health, or a related field. A Master's degree or PMP certification is preferred.
  • A minimum of 7-10 years of experience in program or project management, with a focus on cloud platforms and federal government projects, preferably within health and human services.
  • In-depth knowledge of cloud platforms such as AWS, Azure, or Google Cloud, including architecture, services, and best practices, with a focus on health and human services applications.
  • Experience with cloud migration, implementation, and optimization in a federal environment, specifically within the Federal Client or similar agencies.
  • Proven ability to manage large, complex projects with multiple stakeholders, ensuring successful delivery within scope, schedule, and budget.
  • Strong understanding of project management methodologies, tools, and techniques, including Agile and Scrum.
  • Excellent verbal and written communication skills, with the ability to convey technical concepts to non-technical audiences, particularly within the context of community living and health services.
  • Strong interpersonal skills and the ability to build and maintain relationships with diverse stakeholders, including program managers, IT staff, and client entities.
  • Strong analytical skills and the ability to identify and resolve issues, mitigate risks, and make data-driven decisions.
  • Ability to think strategically and provide innovative solutions to complex problems, considering Program's specific needs and objectives.
  • Understanding of federal security standards and regulations, including FISMA, FedRAMP, and HIPAA.
  • Experience implementing and managing security controls and processes in a cloud environment, with a focus on protecting sensitive health and community data.
  • Proven leadership skills with the ability to inspire and motivate cross-functional teams to achieve project goals.
  • Experience in mentoring and developing team members, fostering a collaborative and high-performing team culture.
  • Ability to obtain a Public Trust
