The Controller's Office is actively seeking a PeopleSoft Functional Benefits Lead Analyst!



The PeopleSoft Functional Benefits Lead Analyst is responsible for leading the business analysis process and documentation which involves acquiring and documenting knowledge from subject matter experts in the City and County of San Francisco Health Service System and for translating this knowledge into functional solutions that are designed, tested and implemented in the PeopleSoft HCM system

.Essential duties include but are not limited to

  • :Support and lead projects including implementation of enhancements, new functionality, bug fixes and system upgrade
  • sFollow the system development lifecycle, internal policies and procedures
  • .Utilize Oracle SQL Developer, PeopleSoft Application Designer, Query Manager, and Process Scheduler to support new development and production support break-fixes
  • .Act as a project manager. Ensure tasks are identified in the project plan, assigned with reasonable time and completed by the due dates. Report project status on a regular basis to project team, senior management and stakeholders. Raise critical issues to stakeholders and senior management as they arise. Collaborate with project team to provide resolutions
  • .Supervise a team of one or more, including recruitment, performance goals and reviews for subordinate staff. Prioritize, assign, review and participate in the work of subordinate(s) in assigned unit. Analyze team resource allocation and manage work assignment distribution
  • .Gather business requirements from stakeholders, departments, executive and senior management. Analyze and translate business requirements into systems functional requirements and create functional specifications documents
  • .Collaborate with Technical Team on technical development and testing
  • .Perform functional testing by creating, maintaining, and executing test scripts and plans. Testing spans individual component to complex end-to-end functionality
  • .Troubleshoot and resolve production system issues raised by end users. Work closely with requesters to identify resolutions to address the issues which may require collaboration with other teams
  • .Diagramming policies and processes of the business practices and requirement
  • sLinking business processes with the setup and business rules of the HCM syste
  • mUnderstanding the processes and methods employed to perform requirements gathering, fit/gap analysis, and test planning; defining and implementing application configuration setting
  • sPerforming complex data analysi
  • sConducting trainings for end user
  • sCollaborating with technical unit to develop functional and technical design
  • sDeveloping test plans, conducting testing, design, and development of data interface
  • sDeveloping, documenting and testing security roles and permission
  • sIdentifying, managing, escalating and resolving issues and risks throughout the software development life cycl

dHow to qualif

yEducation: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]

.Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management

.License and Certification: Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field

.Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree

.In addition to the Minimum Qualifications listed above, this position has additional requirements. In order to qualify for any of this position, applicants must meet the following Special Conditions

  • t;Experience in PeopleSoft HCM 9.2 modules (internally branded as SF People & Pay), including Base Benefits, Benefits Administration and Benefits Self-Service Application
  • s.Experience with other Enterprise Resource Planning (ERP) systems or benefit administration system
  • s;Experience in managing Oracle service request and help tickets in a local ticketing syste
  • m.Management experience in a public sector or nonprofit organizatio
  • n;Proven ability to interact skillfully and tactfully with all levels of staff and managemen
  • t;Project Management Certification or demonstrated experience in project managemen
  • t;Knowledge and experience working with Benefit Administration policy, processes, and syste
