Duties Incumbent typical work assignments may include the following: * Serves as Human Capital Advisor and a subject matter expert in a variety of human capital functional areas to include but not limited to: civilian recruitment and placement, executive resources, performance management, manpower, workforce development, strategic workforce planning, succession planning, and other human capital initiatives. * Provides input to the development of a human capital vision and strategy, including the development of goals and objectives that enable the OUSDP's policymaking and advising functions. * Serves as an advisor to the USDP, DUSDP, and Chief Operating Officer and supports the overall personnel management and administration of the OUSDP. * Performs short and long-range OUSDP-wide planning, formulation, presentation, execution, and control as it related to the OUSDP's staffing budgets, operating plans, and organizational structure Requirements Conditions of Employment * U.S. Citizenship is required * Males born after 12-31-59 must be registered or exempt from Selective Service (see https://www.sss.gov/Home/Registration) * Required to participate in the direct deposit program * Individuals tentatively selected for drug testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment and are subjected to random drug testing. * Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret security clearance with SCI and SAP components. * The incumbent must adhere to DoD Standards of Conduct * Writing Sample: If you are invited for an interview, you will be required to provide a writing sample which will be a timed writing exercise you will turn in at the end of a scheduled session. * Advanced leave accrual, superior qualifications, and student loan repayment may be authorized in accordance with regulatory requirements. Qualifications Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service. Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service. Specialized experience is defined as: 1) analyzing and advising senior U.S. government leaders on human resources, human capital, or organizational health matters in high op tempo settings; 2) preparing briefings, presentations, memos, and papers on human capital and organizational health matters; 3) developing courses of action and recommendations for human capital challenges such as recruitment, retention, mandatory workforce reductions, hiring surges, low morale, attrition, or inadequate resources; and 4) working personnel issues in two or more of the following areas: recruitment, performance management, staffing/manpower, SES management, military personnel, training and development, awards and incentive programs, or organizational climate initiatives. For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service. Specialized experience is defined as: 1) analyzing and advising senior U.S. government leaders on human resources, human capital, or organizational health matters in high op tempo settings; 2) preparing briefings, presentations, memos, and papers on human capital and organizational health matters; 3) developing courses of action and recommendations for human capital challenges such as recruitment, retention, mandatory workforce reductions, hiring surges, low morale, attrition, or inadequate resources; and 4) working personnel issues in three or more of the following areas: recruitment, performance management, staffing/manpower, SES management, military personnel, training and development, awards and incentive programs, or organizational climate initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Education There is no substitution of education for the qualifying experience at the GS-14 or GS-15 grade levels.
