Broward County, Board of County Commissioners is seeking a qualified candidate who is dynamic, innovative, and passionate about public libraries and providing high quality (SUNsational) public service to a culturally rich and diverse community, for the position of Library Regional Manager. Additional vacancies may be filled from this recruitment. This position may be assigned to any location within the Libraries Division based on operational needs.
Eleven (11) paid holidays each year

The Libraries Division includes a staff of 700+ employees and a large network of libraries, the Main Library, an African American Research Library and Cultural Center, five Regional Libraries, 29 Community Branches, a digital branch with 24/7 remote access, and partnership facilities with local educational institutions.
The purpose of this position is to perform highly responsible professional work at the administrative level of the library system while leading a major operational unit of the Libraries Division. This position works under administrative supervision, developing and implementing innovative programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Specifically, this position is one of five Regional Managers that provides a highly visible leadership presence for 36 library locations and is responsible for developing the professional skills of personnel located in their cluster/flagship, creative problem solving, and developing partnership activities.

Minimum Education And Experience Requirements
Requires a Master's degree from an accredited college or university in Library Science, Library and Information Science, or field relevant to area of assignment. (Master's degree must be from a college or university accredited by the American Library Association depending upon area of assignment).
Requires five (5) years of professional library experience or experience relevant to area of assignment; including four (4) years of relevant supervisory experience.

Job Duties And Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Manages overall planning and supervision of the provision of service in one or more branch libraries and programming activities in the region; supervises and evaluates a number of subordinate employees and serves as next in charge for staff they supervise; counsels staff and provides appropriate disciplinary actions to various staffing levels in accordance with corresponding collective bargaining agreements and county procedures.
Supervises subordinate employees in handling cluster customer complaints and concerns, and resolving customer complaints and concerns effectively and quickly; answers similar customer concerns referred by customer service.
Plans and implements regular cluster and section supervisors meetings, as well as regional Friends of the Library meetings; presents to meeting attendees information on library policies and services, and responds to their requests and concerns.
Oversees large programs and projects and works with library staff to support project initiatives; develops or assists in developing policies, procedures, and library plans of service.
Represents Broward County Library Division to customers, library partners, Friends of the Library and other library professionals and government agency personnel for the resolution of customer and staff concerns, development of partnerships and community contacts.
Serves as Library representative on Human Resources Division panels for qualifying/selecting candidates for library positions; participates in the interviewing, selection and training of staff for the library.
Maintains an active Friends of the Library group and serves as liaison to ensure adherence to proper procedures; works closely with the President and Board for the Friends of the Library.
Implements and monitors operation of special projects, programs, and grants; represents the library to the public, other divisions, government officials, state agencies, and non-profit groups.
Performs related work as assigned.

Minimum Education And Experience Requirements

- Certificate in Library Leadership and Management
- Four (4) or more years' experience in Project Management
- Two (2) or more years' experience in Partnerships

- Four (4) or more years' experience managing and/or developing a system-wide plan of service for programs and services
