Statement Of Work

Business Master File Modernization (BMF Mod) is one of multiple programs created to modernize the Internal Revenue Services (IRS) the legacy Tax processing systems and is critical to the IRS IT Application Development (AD) and IRS IT Enterprise Service (ES) organizations’ goal to support the objectives of the IRS IT Modernization Business Plan. BMF Mod’s initiative will modernize IRS systems and processes, improve taxpayer experience, increase voluntary compliance, and reduce the Service’s reliance on costly and unsustainable legacy technology.

Task Description

Provide support and assistance to design, development, integrate, test, and deploy a modernized BMF platform and also support day-to-day Operations & Maintenance (O&M) work based on IRS priorities. Provide for project management, O&M, development, modernization, enhancements, software development, legislative changes, and developmental O&M upgrades.

Responsibilities

Seeking a Junior Automation Tester with experience building and executing automated test cases for SOA cloud based application, following BDD/TDD frameworks for test development and execution using automation across the test delivery. Seeking someone with intermediate level skills and experience in testing, webAPI testing, JAVA, Python programming knowledge, automation testing tools, and core testing cycle along with good depth in business domain/processes in Agile, CICD delivery. Responsibilities include:

• Automate testing across the application SOA architecture at UI, API, Services, Microservices, Performance, Data, Integration and layers across technologies, cloud based application - Web / Desktop, Cloud, Browsers, Client server.
• Understand functional requirements, design optimized test scenarios, Test modelling concepts, identify the test cases and code these to be integrated with application code and CICD, DevOps pipeline for continuous test case creation, automated test execution for functional, performance, integration test and reporting.
• Work along with team to build optimized test scenarios, develop models and BDD/TDD framework for developing test cases, develop automation, execute test cases, resolve technical issues, manage defect cycle, mentor and enable skills of the team and to provide technical direction to the team.
• Experience and skills in core automated testing, webAPI services testing, technical testing, business domain, testing method/tools in Agile methodologies and CICD delivery.
  
  

Required Skills/Level Of Experience

At least 3 years’ experience with the following:

• Experienced with automated testing for SOA cloud-based application for functional integration, Web services, Microservices, Web API, Regression, Performance, and volume testing
• Experience or expertise using, managing, and/or testing API Gateway tools and Rest APIs
• Experienced with test automation frameworks and tools e.g., JUnit, TestNG, Selenium, SOAP UI, ReadyAPI, Parasoft SOAtest w/Loadtest, LOADRUNNER, GitHub, Eggplant, Subject7, JIRA, JMETER, IBM Rational tools, RFT, EWM, ELM, ETM
• Knowledge in installing, configuring, troubleshooting testing software, licensing, security certificates and applying changes to build test architecture for integration regression and performance testing
• Experience in writing test steps/cases/data from team discussions and use cases
• Experience with Agile development, Kanban boards and DevOps practices
• Experience with developing and executing automated testing and configuring testing tools and test execution
• Design, develop, and maintain automated test scripts
• Create and enhance test cases, ensuring comprehensive coverage of functional and non-functional requirements.
• Participate in code reviews to ensure testability and maintainability.
• Collaborate with developers, business analysts, and quality assurance teams to understand requirements and acceptance criteria.
• Identify and report defects, track their resolution, and verify fixes.
• Perform regression testing to validate software changes.
• Promote best practices for test automation, including maintainable code, reusable components, and efficient test data management.
• Execute automated tests as part of the continuous integration and delivery pipeline
• Experience working in cloud environment and Maestro suite (JIRA and Confluence)
• Experience in testing technologies such as REST APIs and Apache Kafka
• Experienced working in Agile teamwork, CI-CD (continuous integration-continuous development) delivery
• Take initiative in writing unit tests and actively contribute to enhancing the existing testing frameworks and methodologies.
• Execute regression test scripts within a QA environment in a manual and automatic fashion to support scheduled and unscheduled releases.
• Perform analysis of, document, report, escalate, triage and resolve issues / defects / bugs found during testing
• Cyber security concepts and testing a plus (SSL, TLS, digital certificates) for vulnerability and enhancement testing
  
  

Education

Bachelor’s degree in computer science, information technology, or related field.
