Information Technology Manager

Purpose of Position

Is accountable for effective and efficient IT support to City of Cameron operations. Manages IT planning, budgeting, operations, and maintenance for the City’s IT services, business support capabilities, products, and components. Responsible for the integral capabilities of voice, data, network, and computer systems designed to support internal and external users. Ensures availability, reliability, and optimal performance of all services and systems, to include vendor management activities including, but not limited to agreements, requirements, performance, and assessments.


Participates in and accountable to the City’s IT Governance Board to ensure IT services and products meet operational requirements. Manages IT Continuous Improvement Process to ensure optimal and cost-effective IT support. Provides technical assistance and training to system users.


Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • IT Program Oversight
  • Experience in leading and performing IT governance.
  • Assists with information technology budget, determines life cycle of equipment replacement, software systems, and staffing.
  • Responsible for metrics, monitoring, and maintenance of systems performance, security, and health including to ensure optimal performance and proactive IT service management.
  • Performs asset management for accountability and lifecycle planning of all assets.
  • Performs IT service portfolio management, service reviews, continual improvement process, service level management, and capacity management.
  • Reviews and advises on new technology for introduction into the city operational domain and may be required to attend training courses.
  • Plans, organizes and executes/coordinates cloud, hybrid cloud, and Software as a Service (SaaS) migration plans and projects.
  • Review, recommend, and manage IT projects with PMI-based understanding of project performance.
  • Responsible for and leads cybersecurity planning and advisory to ensure protection of city assets and information.
  • Architecture
  • Maintains documentation, program listings, layouts and other records in support of development, modification and problem resolving efforts.
  • Maintains and creates records descriptions according to established procedures.
  • Vendor Management
  • Create and modify IT vendor contracts to meet City operational support needs.
  • Performs vendor management to ensure IT support contracts are effective to meet business requirements, cost-effective, and vendors are delivering services or products as per contract requirements and metrics.
  • IT Support
  • Documents, configures, maintains, and supports IT services and components to include but not limited to servers, desktops, printers, copiers and other peripheral devices operating in the enterprise environment.
  • Analyzes and diagnoses system hardware, software and operations problems.
  • Manages system back-up and recovery.
  • Installs or assists service personnel in installation of hardware and peripheral components, such as, monitors, keyboards, printers and disk drives on user’s premises.
  • Installs and configures desktop and server software packages, such as operating systems, business software, anti-virus, office productivity (e.g. MS-Office, M365), and other programs in support of information technology systems standards.
  • Configures and orders/obtains equipment per business requirement.
  • Observes and proactively validates system functions to verify correct operation.
  • Replaces/patches defective or inadequate software packages. Refers and tracks vendor-maintained hardware and software problems to vendors for correction.
  • Maintains working knowledge of server and network communication protocols.
  • Responsible for enterprise IT configuration management
  • Accurately estimates effort required for assigned tasks.
  • Acts as the City’s point of contact for IT-related questions, issues, problems, systems upgrades, change management, outages, and training.
  • Performs service via on-call basis, as needed.
  • Customer Support
  • Responds to STAFF inquiries concerning systems operation.
  • Coordinates activities with Help Desk, network services or other information technology systems groups.
  • Assists with training efforts of new systems implementation, including documentation, instruction, and hands-on training of others.
  • General
  • Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community.
  • Performs other related duties as assigned.


Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed or assisted by other unit members.

  • Assists with website lifecycle planning, development and maintenance.
  • Assists with Geographical Information Systems (GIS) mapping, maintenance and integration.


Minimum Education or Experience Required

  • Bachelor’s degree from an accredited educational institution and six years of related experience; or ten years of related experience and/or equivalent combination of education and experience. Degree in Business, Management Information Systems, or Computer Science or applicable certifications in lieu of degree. Experience with systems hardware and software, enterprise-level management of servers to include virtualization, Windows Server operating systems, Active Directory and group policy administration.
  • Certified Chief Information Security Officer/Security+ (or similar) or willing to obtain within first six months in the position.
  • Must pass criminal background check.


Preferred Education or Experience Required

  • Bachelor’s degree from an accredited educational institution and eight years of related experience; or twelve years of related experience and/or equivalent combination of education and experience. Additional experience with cloud and Systems Engineering. Experience in Project leadership.
  • Microsoft Certified in Systems Administration.

  • Ability to read and interpret documents, such as, safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to reliably and predictably carry out duties.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community in a professional business presence.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to calculate figures and amounts such as proportions and percentages and circumference.
  • Ability to write reports, plans, and correspondence that conform to prescribed style and format.
  • Knowledge at advanced level of hardware and operating systems software, enterprise-level management of server virtualization, Windows Server operating systems, CompTIA A+, Network+, Cisco, VMware, and Microsoft knowledge and skill in use of Laserfiche and Microsoft Office/Microsoft 365 – (Word, Excel, Outlook).
