Overview

AVIAN is searching for a Human Factors Subject Matter Expert to provide Human Factors Advisory & Assistance Services (A&AS) to support AFSEC Remotely Piloted Aircraft (RPA) and other aviation safety programs with disciplines consistent with the Headquarters, AFSEC Aviation Safety Division (AFSEC/SEF) roles and responsibilities. Provide RPA and other aviation system safety expertise for AFSEC staff, Safety Investigation Boards (SIB), and System Safety groups (SSG).

Responsibilities

  • Provide feedback for RPA or other Aviation Safety Investigation Board (SIB) narratives, findings, and recommendations to ensure quality reports IAW AFI 91-204 and AFMAN 91-223. Average approximately one per week.
  • Provide input to the Memorandum of Final Evaluation (MOFE) process IAW AFI 91-204 and AFMAN 91-223.
  • Assist with research, data mining, and identifying possible mishap root causes for SIBs.
  • Compare RPA mishap rates and causes with outside agencies (e.g. Navy and Army) to identify common trends.
  • Collaborate on RPA and other aviation safety maintenance and operations related issues with government and industry experts (Original Equipment Manufacturer engineers, command level management and other maintenance personnel).
  • Provide RPA and other aviation safety support for Military Flight Operations Quality Assurance (MFOQA), Airman Safety Action Program (ASAP), Line Operations Safety Audit (LOSA), and other proactive safety programs.
  • Assist with analysis and identification of RPA and other aviation mishap trends, development of safety data products and reports for AFSEC and senior USAF leaders.
  • Respond to RPA and other aviation safety short-notice/time critical taskers, safety briefings, and presentations for AFSEC staff and higher headquarters.
  • Recommend RPA, sUAS, and counter-UAS specific guidance for safety instructions.
  • Support safe expansion of RPA and sUAS operations for major commands, combatant commands, and other units.
  • Contribute and assist in the development of system safety test plans.
  • Recommend solutions for gaps, limitations, or deficiencies discovered during aviation safety investigations and system safety analysis.
  • Review, evaluate, and provide recommendations for airworthiness evaluations using MIL-HDBK-516C criteria and AFI 62-601.
  • Review and perform system safety assessments using general aviation and military standards IAW ARP-4761, Mil-HDBK 516C, Mil-Std 882E, DO-178B, DO-278, DO-264, AFI 91-202, and applicable airworthiness bulletins.
  • Review, evaluate, and provide recommendations for risk assessment packages IAW AFI 91-202 and applicable airworthiness criteria bulletins.
  • Review, assess, and coordinate on Safety Assessment Report (SAR) packages or other similar products for RPA National Airspace (NAS) integration.
  • Support active engagement for ongoing RPA, sUAS, and counter-UAS activities and research efforts.
  • Attend and participate in approximately six RPA/aviation safety meeting/conferences annually. Meetings/conferences may include, but are not limited to MQ-9 and RQ-4 System Safety Group meetings, unmanned aircraft system Technical Analysis and Applications Center (TAAC) conference, ground based sense and avoid Operational Test and Evaluation (OT&E), counter-UAS tests, etc.
  • Write at least four articles per year. Topics may include, but are not limited to: 1) RPA NAS integration or other airspace safety issues; 2) RPA operations, training or other safety issues; 3) human factors associated with RPA mishaps and other operations; 4) RPA maintenance trends and/or other aviation maintenance safety issues. Articles may be published in Blue Four News, Flying Safety Monthly, on web pages or other USAF or non-USAF publications.
  • Monitor emerging counter-UAS technologies, tactics, and procedures to ensure safe implementation and make recommendations when necessary.
  • Identify common problem areas and potential solutions for Government and non-Government RPA and sUAS users.
  • Provide monthly report on USAF involvement in air traffic situations in the NAS. The report should contain a synopsis of what happened, root causes and any corrective actions or recommendations.
  • Conduct analysis of Hazardous Air Traffic and near midair collision Reports.

Knowledge, Skill And Abilities

  • Provide RPA and other aviation system safety expertise for AFSEC staff, Safety Investigation Boards (SIB), and System Safety groups (SSG).
  • Relevant databases and other computer resources include, but are not limited to: Reliability and Maintainability Information System (REMIS), Joint Technical Data Integration (JTDI) to include ETIMs, AFSAS, Joint Deficiency Reporting System (JDRS), Navy JASPER soft, Army Risk Management Information System (RMIS), Secret Internet Protocol Router Network (SIPRNet), and Small Unmanned Aircraft Systems Manager (SUSMAN).

Qualifications

  • Must have a Master's Degree in a human factors related field
  • Minimum of ten years of experience working in an aviation related industry
  • ALLOWABLE SUBSITUTION: Bachelor's Degree in human factors and a minimum of fifteen years of experience in an aviation related industry.
  • Experience with RPAs and the USAF mishap investigation process and procedures is highly desired.
  • This position is contingent on contract award
