The Employee Services Division (ESD) offers strategic leadership in Human Resources, ensuring excellence in recruitment, performance evaluations, and workforce analytics. ESD plays a crucial role in implementing policies and procedures, serving as the primary liaison with the Office of Human Capital Services. Become a key player in shaping the future of environmental management on a national and global scale.

  • Utilizes technical expertise and provides advice


Ensure there are established communication channels with the Office of Human Capital Services and

other relevant stakeholders for efficient consultation.

  • Conduct or provide insight to regular training sessions (SOAR and Knowvember training seminars) for


internal and external stakeholders on human capital issues, focusing on staffing/recruitment,

classification/position management, awards, time & attendance, or workforce analytics.

  • Serve as a key strategic partner
  • Foster strong relationships with leadership/management, Administrative Officers, and Human Resources


(HR) liaisons to understand their needs and provide tailored guidance and support in collaboration with

HR Business Advisors and the ESD..

  • Collaborate with key stakeholders in strategic planning related to administrative human resources


matters, aligning them with organizational goals.

  • Provide timely support and guidance on HR matters, ensuring issues are addressed promptly and


effectively within 24-48 hours.

  • Support and optimize HR information systems
  • Continuously monitor and optimize HR information systems to ensure they meet the organization's needs.
  • Offer support to managers and ESD staff on effective data management, reporting, and system utilization.
  • Provide expert analysis of HR data to identify trends, patterns, and areas for improvement.
  • Entering and submitting personnel actions
  • Ensure strict compliance with policies and regulations when entering and submitting personnel actions.
  • Address any deviations or delays promptly, collaborating with relevant stakeholders for swift resolution.
  • Experience with personnel action requests and HR related systems
  • Track and provide statistical data analytics
  • Utilize statistical data analytics tools to analyze HR data and generate insights.
  • Provide regular reports on personnel actions and other HR-related data sources to relevant stakeholders,


highlighting key metrics and trends.

  • Proficiency with Google Platform, SQL, and/or Tableau.
  • Program Support
  • Provide program support to the ESD across various functions including Executive Resources, Awards,


Performance Management, Workforce Analytics, policy implementation, student programs, procurement, and any other additional tasks within the ESD.

  • BA/BS in an analytic discipline or closely related field (e.g. statistics, economics, accounting, etc.)
  • 4 + years of full-time experience in an analytic discipline (e.g. economics, business processes, statistics, operations research, imagery, or other engineering related technical fields).
