The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions.

The Design & Project Management (D&PM) Unit is tasked with delivering comprehensive project management and design expertise to DCAS and NYC client agencies in order to fulfill their operational and space needs in support of their services to the general public. Reflective of that mission, D&PM is responsible for providing Project Management Services for the renovation of leased and city owned space including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification and construction administration, among others. D&PM serves client agencies as facilitator in translating their operational needs into space needs that support their specific missions and their workforce.

Responsibilities

We are seeking to hire an Administrative Space Analyst M3 position as Director of Design & Construction. The successful candidate will be tasked with the supervision of a team of project managers working on leased and City owned projects as well as the responsibilities listed below:

  • Responsibility #1: Manage and/or provide guidance to architectural staff in the programming of agency needs in accordance with the DCAS Space Standards to creatively maximize the use of space while meeting operational requirements
  • Responsibility #2: Oversee the development of site evaluations
  • Responsibility #3: Assist in the preparation and maintenance of the capital and expense budgets
  • Responsibility #4: Supervise staff tasked with the drafting and/or review of schematic design and contract documents as needed
  • Responsibility #5: Review of preliminary plans to ensure programming and operational goals are met as necessary and direct staff on next steps to completion
  • Responsibility #6: Oversee the uniform application of DCAS Measurement Guidelines in the measuring of leased spaces
  • Responsibility #7: Assist the Executive Director, lease negotiators and attorneys with the negotiation of leases
  • Responsibility #8: Provide oversight on the planning, coordination of construction, renovations and relocations for various city agencies
  • Responsibility #9: Supervise staff tasked with the drafting and/or review of contract documents
  • Responsibility #10: Intra-agency coordination for project related needs

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or
  • High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or
  • A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.

Preferred Skills

  • Bachelor’s degree of Architecture, Architectural Technology, Interior Architecture or Interior Design preferred. - Familiarity with workplace strategies and active office design. - AutoCAD, Adobe Creative Suite and Microsoft Office proficiency is preferred. - Experience managing technical teams is greatly valued. - Self-starter, able to work independently on projects with little to no direction. - Collaborative and cooperative leader with a focus on team building. - Experience managing various workstreams and/ or managing a team of resources. - Extremely efficient, creative, resourceful, and strategic thinker. - Excellent written and verbal skills confident communication and listening. - Experience managing budgets and schedules. - Strong ability to multi-task and successfully coordinate multiple projects simultaneously. - Ability to prioritize activities effectively, while ensuring a high level of accuracy and attention to detail. - Strong interpersonal skills and ability to build relationships. - Curiosity, creativity, and willingness to tackle new tasks.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
