Under supervision of the Manager of Contract Administration, administers post-award contract activities; reviews terms and conditions of contracts, and reviews and processes invoices and payments.

Annual salary range: $51,100 - $60,900


Qualifications


Education, Training and Experience Guidelines:

Bachelor’s Degree in Business or Public Administration, or a related field; and three (3) years of experience in public sector accounting, procurement, and contract management; OR an equivalent combination of education, training and experience.


Required Knowledge of:


Federal and Commonwealth statutes, codes, and regulations governing public sector purchasing, procurement, and contract management; Federal Acquisition Regulations (FAR), and Code of Federal Regulations (CFR) governing procurement and contracts; Methods, procedures, and standards for Public Housing record keeping and records management.


Required Skill in:

Reviewing contracts, and assuring compliance with Commonwealth, Federal, and HUD contracting and operational regulations; Reviewing and verifying contracts and technical documents; Interpreting and applying Commonwealth and Federal contracting rules and regulations; Evaluating contracting issues, and develops recommendations and solutions; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers; Operating a personal computer utilizing standard and specialized software; Communicating effectively verbally and in writing.


LICENSE AND CERTIFICATION REQUIREMENTS:

A valid Commonwealth of Pennsylvania Driver's License may be required.

Responsibilities


Administers post-award contract activities in order to assure that payment requests for contracted goods and services are in compliance with PHA contracts; duties may vary according to job assignment; Reviews terms and conditions of contracts, and reviews and processes invoices and payments; Identifies and defines contract problems, and resolves technical and compliance issues with PHA staff, vendors, and contractors; Reviews technical documents, and approves payment of requisitions and purchase orders; Reviews contracts, records, and database; and assures the accuracy of the information; compiles information and prepares reports; Prepares contract option letters, contract modifications, and other vendor communications; Meets regularly with staff to discuss and resolve priorities, problems, and workload; Issues and administers task orders (i.e. Construction, Maintenance, Architectural & Engineering, and Consulting Contracts); Negotiates option year terms and conditions, task orders, and change orders; Provides feedback on supplier performance and identify opportunities within current agreements and relationships to identify cost reduction strategies; Manages supplier service level agreements (SLA’s) including penalties for non-performance; Scores vendor performance and maintains vendor related data; performs pro-active contract review and re-negotiates to maintain the “right mix” of vendors and ensures a balance between the value supplied and level of risk to the agency; Stays abreast of trends and innovations in government procurement, contracting, and public housing issues and policies; Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned;
