Position Summary

Under the general direction of the Community Services Director and requiring independent judgment in the application of established procedures, supervises and collaborates on the development of the Foster Care and Adoptions Programs. Job performance contributes to the development and achievement of the goals and objectives of the Agency, the RCS Continuum of Care, and the Foster Care/Adoptions Program, including the development, implementation, and maintaining of a community foster family care agency for children. Performance of the typical responsibilities and duties requires the ability to explain to/instruct others, persuade and negotiate and collaborate with others, involving job-related matters generally of moderate to unusual complexity.

Typical Responsibilities And Duties

  • Under the direction of the Community Services Director, works to develop, expand, and maintain the foster care and adoptions programs.
  • Supports the ongoing development of a strength-based systems philosophy based on Wraparound principles within the direct service components of the foster care and adoptions programs. Responsible for promoting family-centered practice strategies, flexibility in service delivery, parent/family – professional partnership, family decision-making, collaborative cross-system training, community-based service delivery, and inclusion of family and community resources.
  • Assists with the implementation of the Therapeutic Foster Care program according to County contract, MediCal standards, and Best Practice.
  • Carries adoption and foster cases as assigned by the Community Services Director.
  • Assists with the development and implementation of policies and procedures consistent with Best Practices and community care licensing.
  • Operates the program within budget.
  • Communicates daily with widely diverse populations, including prospective foster or adoptive parents, program staff and referral sources on various matters to accomplish program goals.
  • Provides professional, active, and assertive leadership and collaboration in program design implementation and evaluation.
  • Actively contributes to the development of a participative, multidisciplinary team methodology.
  • Maintains effective relationships with placement agencies to ensure customer satisfaction.
  • Participates in the marketing of the program for the purpose of attracting foster and adoptive parents and making the community aware of the services provided.
  • Oversees the recruitment and training of foster and adoptive parents for the program in a manner consistent with licensing regulations and best practices.
  • Participates in the recruitment, screening, hiring, and training of Foster Care/Adoptions staff, including but not limited to Social Workers, Facilitators, Specialists, and Family Partners. Promotes special efforts by the Agency directed at recruiting, preparing, employing, and retaining staff that reflect the diversity and language competency of the children, families, and communities served.
  • Maintains, and expands, excellent and consistent referrals and occupancy within the program.
  • Maintains compliance with Title XXII, CSC, FFTA, and all applicable standards and requirements for services.
  • Maintains and executes all appropriate documentation required by Community Care Licensing.
  • Assists in the development and refinement of existing and new Continuous Quality Improvement (CQI) documentation and data collection systems. Assists the Quality Assurance / Utilization Review Department in maintaining appropriate measures of contract compliance and supports a Total Quality Improvement environment.
  • Promotes fiscal practices which ensure the development and implementation of service and support plans that are aligned with the vision and values of the Agency and the Wraparound approach and maintain accountability, fairness, and efficiency of the use of scarce fiscal resources.
  • Maintains professional standards regarding client rights.
  • Demonstrates an understanding of confidentiality policies, mandated child abuse reporting and duty to warn procedures. Utilizes clinical supervision in any case where these issues are in question.
  • Utilizes supervision, consultation, and training as necessary to continue to provide high quality services to children and their families as effectively and efficiently as possible.
  • Supervises necessary data collection related to program services including quality indicators and outcome information.
  • Maintains positive, effective relationships between all service programs within the agency and community.
  • Demonstrates a high level of clinical competency in direct service modalities for children and families, including:
    • Family therapy.
    • Individual/child therapy.
    • Crisis intervention.
    • Case management.
  • Supervises and trains assigned program staff to promote excellence in service delivery and facilitate individual and team development.
  • Assures appropriate crisis management, safety, security, and disaster response.
  • Assures that individualized treatment plans are consistent with agency policy and procedures and Wraparound philosophy.
  • Completes performance appraisals in an effective and prompt manner.
  • Works collaboratively with others to develop, manage, and supervise Intern Programs, including pre- and post-graduate internships.
  • Monitors and maintains effective, timely written reports by staff.
  • Participates in the design and implementation of child and family advocacy and support programming that is integrated within service planning, program development, service implementation and quality improvement efforts.
  • Provides consultation to clinical staff to assure effective treatment of foster care client/families. When appropriate, assumes direct responsibility to provide quality individual, group and/or family treatment.
  • Promotes cultural awareness and competence within the program.
  • Participates in administrative staff meetings and selected conferences, as assigned by the Community Services Director.
MINIMUM QUALIFICATIONS

Education, Training And Experience

  • LCSW, LMFT, or PhD/Psy. D preferred.
  • Current registration with the California BBS or the Board of Psychology required.
  • Two (2) Years Post Licensure preferred.
  • Minimum of three (3) years of experience in a mental health setting, required.
  • Experience working with children and families in a mental health setting, highly preferred.
  • Minimum of two (1) years supervising/management of employees, preferred.
  • Bilingual/ Bicultural (Spanish/English) preferred.
  • Training experience highly preferred

License(s)

  • California driver’s license (and good DMV report) if driving clients.

Knowledge and Skills

  • Advanced skills in individual, group, family, and child therapy.
  • Advanced skills in crisis intervention, suicide assessment, conflict resolution, and interpersonal communication.
  • Knowledge of the principles of developmental psychology.

  • Administrator and social work personnel participating in the assessment and evaluation of an applicant or Resource Family will meet core competency requirements, including having the necessary knowledge and skills as outlined in 88364 (d) ILS version 2 (see attached) and subsequent versions.

Special Requirements

  • Must be able to meet and receive a criminal records clearance as required by Title XXII licensing regulations.
  • Bilingual Spanish Speaking, a plus.

Physical and Mental Requirements

The following are required in day-to-day performance of the duties of this position:

  • Sitting, walking, standing, grasping (simple), and visual/auditory acuity are constantly required (over 2/3 of the workday).
  • Bending, squatting, kneeling, twisting, lifting, reaching, and pushing/pulling are required occasionally (under 1/3 of the workday).
