Accounting Manager, Administrator for Country Offices

Position Description

EnCompass LLC is seeking an Accounting Manager, Administrator for Country Offices, who will manage, monitor, review, and coordinate financial activities for all EnCompass country offices, and assist the accountants in country with maintaining compliance, consistency, and timely financial submissions. The Accounting Administrator for Country Offices, will take a proactive approach to the oversight of financial transactions within each country office’s portfolio.

The role will work closely with the Home Office (HO) accounting team, Operations teams, and Project Operations Management (POM) function, to design and propose financial procedures for implementation during the startup of in-country offices. The role will also work with other country office team members to provide full-service accounting for projects, to include advance account reconciliation, monitor the costs and deliverables of the projects, and ensure accurate and timely reporting to the donor(s).

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, for the foreseeable future, EnCompass is using a hybrid work model. Essential Functions

Position Duties and Responsibilities

Manage, Monitor, Review, And Coordinate Financial Activities For All EnCompass Country Offices, And Assist The Accountants In Country With Maintaining Compliance, Consistency, And Timely Financial Submissions, Including But Not Limited To The Following

  • Serve as primary point of contact for HO and country office accounting queries, issues, and financial data entry concerns
  • Guide country finance staff with QuickBooks setup to include chart of accounts and project codes, as needed, and ensure that it has been set up properly and is functioning successfully
  • Conduct quality assurance on, and provide guidance and support to, in-country accountants and finance staff to ensure properly balanced account reconciliations, along with tracking cash advances to country offices and bank reconciliations
  • Receive and review project transactions packets from country office accountant, ensuring correct expense account/charge codes are used, all documentation is included, and everything is in compliance with internal and donor policies/requirements, then sending them to the HO Senior Accounting Manager for entry into the HO financial system
  • Conduct financial training for the accountants in the country offices
  • Develop and facilitate training on QuickBooks for both accountants and reviewers
  • Ensure the understanding of financial systems and procedures
  • Assist in conducting financial training at the HO to support understanding of financial systems and procedure
  • Work closely with the HO POM function to:
  • Assist developing and propose, when needed, updates to the country office financial manual and desk procedures
  • Ensure that all accounting data, recordkeeping, and documentation is being entered accurately into the country office accounting software, and that it contains all the items required by the HO for compliance
  • Partner with POM to establish and then maintain a comprehensive control system for in-country project accounting, including policies and reporting procedures, that ensures efficient financial performance by in-country programs and provides accurate and timely reporting to program managers and the finance team in the HO
  • Support project accountants during annual audits
  • Guide and advise country staff on EnCompass project finance procedures
  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • May require occasional travel to country offices
  • Other duties as assigned.

Qualifications

Academic Qualifications

  • Minimum of a High School Diploma and 11 years or experience, or an Associate’s degree and 9 years of experience, or a Bachelor’s Degree and 7 years of experience, or a Master’s degree and 5+ years of experience, or a PhD and 4 years of experience

Required

Experience and Skills

  • The two years must emphasize strong financial management experience, including developing and monitoring project budgets
  • Minimum of two years’ accounting experience, including excellent understanding of US accounting principles and best practices based on actual hands-on experience, with experience conducting or overseeing bookkeeping
  • Minimum of two years’ successful experience in using Microsoft’s project management suite of software (SharePoint, Teams, MS Project, etc.), accounting systems, word processing, database management, spreadsheets (Excel), and web-based programs
  • Minimum of two years’ experience with QuickBooks during the past 5 years
  • Proven track record of excellent management, organization, communication (verbal and written) and problem-solving skills with the ability to prioritize assignments and meet required deadlines
  • Demonstrated ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues both in the U.S. and in country offices or missions
  • Familiarity with U.S. confidentiality and privacy laws and regulations on financial data and sensitive information, and able to use strong judgment and discretion in managing potentially sensitive client, partner, and staff communications or financial information
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects and communicate results
  • Flexibility in working in a dynamic environment managing multiple activities, ad hoc requests, and changing requirements
  • Strong attention to detail in written work, and experience creating internal knowledge management and quality review processes
  • Ability to integrate diverse information from varied sources
  • Ability and desire to successfully work in a collaborative and appreciative professional environment, and to learn (and model for the team) EnCompass’ appreciative approaches in the workplace

Preferred

  • Experience conducting training in accounting and financial systems
  • Experience working with international organizations, including U.S. Government (with main focus on USAID), the UN, NGOs, or the private sector
  • Foreign exchange experience dealing with multiple currencies and having worked in multiple country contexts
  • Experience working on complex portfolios with strong knowledge of the range of contracts and budget requirements (FAR and AIDAR) – cost plus fixed fee, time & materials, and fixed price contracts
  • Experience managing large portfolios in the international development sector supporting financial, operations and/or administrative aspects
  • Experience with Costpoint and is a plus
  • Professional level proficiency in French, Spanish, Arabic, or other languages is a plus

The Starting Pay Range has been updated for 2024

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $94,500-$110,000
