DISA released their 2025-2029 Strategy last week. If you read between the lines, there's a few interesting things, but one item in particular stands out to me. Here are 4 major imperatives that I gravitated toward: ▶ Operational Imperative 1.1: Provide Relevant, Modern Enterprise And Business Tools ▶ Operational Imperative 2.1: Operationalize the Cloud ▶ Operational Imperative 3.2: Divest Technical Debt ▶ Strategic Imperative 4: Operationalize Data Additionally, these goals got my attention: ▶ Goal 2: Hybrid Cloud Environment ▶ Goal 6: Zero Trust Tools ▶ Goal 7: Data Management Putting these imperatives and goals together leads to secured, delocalized applications and data, utilizing modern and emerging tools to put data to work in hybrid cloud environments. This all makes sense to me. When I look at these areas of focus, I can't help but think AI is the unspoken target of much of this, though AI isn't specifically mentioned. Not once. But if you're targeting modern tools, tech debt reduction, zero trust, and data, AI is clearly in the mix. Last week, at SAIC's ⚽ Kickstart Conference, I heard a reference to our "VUCA" world. This acronym, which stands for Volatile, Uncertain, Complex, and Ambiguous characterizes the nature of our as-is and to-be societal world 🌏 challenges. I would assert that one "link" which we all share in this LinkedIn community is the need to become masters of data curation and analysis to inform our views of the world and make 👩‍🎓 smart decisions that help us navigate our VUCA world. My current focus is on the 2030 Census Decennial and associated 👨‍🚒 👮‍♂️ 👴 👩‍🎤 👩‍🚀 citizen experiences. To get a little smarter, I wanted to consume some of the rich data made available to the U.S. public. At the top of the list is the Boston Planning & Development Agency My Census Viewer: https://lnkd.in/dQJ8eaBD 🗾 From this page, there are two primary maps you can select from to view demographic data. I selected the 2020 Decennial Census map. This is clickable by tract or neighborhood. Once you make your selection you can view the data for that area. Some quick clicking allows you to detect which areas are most heavily populated by students. Further investigation of these areas also shows the 🌈diversity of these populations. These data are very interesting -- but what if we could ask the interface a question such as "Please visualize neighborhood diversity by showing the most diverse neighborhoods as blue and the least diverse as orange." What if we could ask the data smart questions and see data representations that inform our answers? Cool, right? SAIC is working on just this sort of solution! Text me with your ideas about what questions you might ask a demographic database. What can't you see that you want to see? Why would this help answer important questions? I believe that measuring our population, and using these data to inform decisions positively contributes to our ability to address our VUCA world. Major news for Defense Contractors! The CMMC Final Rule (CFR 32) has entered its last phase before publication, setting up the formal third-party assessment system. All public comments have been addressed, and the CMMC final rule is projected to be published in the Federal Register around September-October this year. Following publication, there will be a 60-day period before it goes into effect. From early 2024 to March 2025, assessors will begin conducting CMMC assessments and certifications at full speed. The DFARS clause (48 CFR) adding an audit and certification requirement for contract awards will likely go into effect around March 2025. For DoD contractors, now is the time to prepare for audits, Preparation typically take 9 to 18 months. Don't risk interruptions in your ability to obtain and keep DoD contracts. An excellent article with important takeaways - particularly around commercial systems. The article brushed against what I believe is one of the most disruptive and necessary changes to our approach as commercial entities supporting National Defense and National Security, but it did not address it directly. We (commercial entities) have a mindset of selling a system or a solution to the government that they then internalize and operate (GOGO or GOCO). This approach hamstrings innovation, flexibility, responsiveness, and speed. While traditional approaches are still needed (particularly in areas and functions that are inherintly govenmental), the disruptive approach of true contractor owned and operated (COCO) systems is absolutely necessary. This is particularly true in areas such as cyber, data analytics, ISR, monitoring, and partner nation sharing. To keep up with ever changing and advancing technical systems, and to even maintain pace with the US’s global competitors we must change the fundamental mindset that we have to sell tangible “stuff” to the government. We can sell finished solutions, answers, alerts, etc. We must step back and approach the problem, and the solution differently.

What is Data Readiness? Reposting and amplifying my comment to highlight two points about CORAS: First, CORAS maps to Department of the Navy Chief Information Officer (DON CIO) Information Superiority Vision 2.0 uniquely by securely optimizing a range of bread-and-butter PEO and PM decisions: POM, UFRs, divestments, modernization, data call response, program oversight, S&T portfolio management… This makes current data orders of magnitude more useful for each decisions. Our SmartLane, SmartList, SmartBoard, AI NLP, What If, Driver Trees, and Data Chain features are interconnected in a matrix of value that grows the more you use it. Second, CORAS also creates rich new data, making a new class of decisions available. This includes our AI and ML and applies especially to complex data-to-decision workflows such as mission thread development, Agile Combat Employment, rapid tech insertion, SCRM, and Vanguard investments to cross the “valley of death.” CORAS SaaS does by of these things with a community of amazing and successful customers, and by building on what works already. Standard reporting tools like PowerBI and Qlik become even more useful, as CORAS gives the program workforce more tools to enrich and clarify the picture leaders want to see. Data Readiness is about optimizing data for the decisions you want to make, both bread-and-butter and more advanced stuff.
