As we incorporate more renewable energy into New York's energy mix, we also much upgrade our grid to accommodate larger electricity loads. One way we're doing this is by installing Dynamic Line Rating (DLR) technology. DLR enables us to deliver more clean energy with greater efficiency by providing real-time data that our operators can use to maximize line capacity and safely move power to where it is needed most, especially during extreme weather. We recently deployed Line Vision’s DLR on four 115kV transmission lines in Western New York. This is the largest operationalization of an innovative line rating technology in the United States and the first in New York. As utilities think about increased electric demand as part of the clean energy transition, DLR is a gamechanger for ensuring that supply is moving where it is needed as efficiently as possible. National Grid is proud to work with companies that share our dedication to accelerating a stronger, smarter, and cleaner energy system. This project is an exciting step forward, and we look forward to building on this progress to develop the infrastructure necessary for a sustainable future.

Today, let’s dive back into discussion on New York’s energy policy and touch on some positive news out of Albany, which is that the Affordable Gas Transition Act and the NY HEAT Act were not included in the final 2025 New York State budget that was passed on April 19. However, the legislative session will continue through June 6, and there is still work to be done. Your voice is more important now than ever, as Governor Hochul and Albany elected officials to continue to debate policies that could have a serious impact on how Western New Yorkers live, how our businesses operate, and the affordability and reliability of our energy sources. An article published this week by the Times Union discussed some of the items that didn’t make it into the budget but are expected to be debated on through the remainder of this legislative session, including the NY HEAT Act, which would get rid of the “100-foot rule,” limit utilities’ “obligation to serve” and provide the NY Public Service Commission (a state agency) the power to curtail portions of the gas system. As New Yorkers, particularly Western New Yorkers who endure regular chilling temperatures and substantial winter snowfall annually, we should continue to express our concerns to policymakers about the importance of energy affordability, choice, reliability and resiliency. Our State should be considering energy policies that balance these key elements while responsibly incorporating emissions reductions options. The Public Utilities Commission of Pennsylvania drafted a policy statement about energy storage assets and their deployment. They defined energy storage assets as resources capable of receiving electric energy from the distribution grid and storing it for future injection back into the grid. Stakeholders, including utilities and consumer advocacy groups, submitted suggestions, with debates over terminology and ownership models. The final policy statement incorporates elements of both utility and consumer perspectives, aligning partially with FERC's definition while leaving ownership decisions open-ended. The PUC emphasizes flexibility, allowing ownership to be determined case by case. The New York Solar Energy Industries Association just filed a petition to amend New York's Standardized Interconnection Requirements (SIR) to allow for Surety Bonds, Letters of Credit, and “other acceptable forms of security” to be posted instead of cash for distribution upgrades in excess of $500k. Per the petition, the current cash-only policy "creates significant inefficiencies" for New York's distributed solar and energy storage programs, "as it requires interconnection customers to borrow and deploy expensive capital for distribution upgrades years before the utility requires the cash to complete the upgrade."
