Analysis via War on the Rocks argues that the U.S. should diversify its defense budget investments and look more to the significance of irregular warfare during periods of great power competition. "Civil wars and other kinds of irregular conflict accounted for 107 of the 123 armed conflicts active around the world from 1975 to 1991... The great powers supported at least one side in a majority of these: 61 percent in the Middle East and 60 percent in Africa." Some recommendations: 1. Matt and Pete nail the analysis of Congress-DoD budgeting activity again. But they might have under-examined one key trend... This budget markup shows serious concern about #ContestedLogistics. Although the Navy took serious cuts to many programs, budget lines for logistics platforms tell a different story. Logistics platforms that received plus ups: - CH-53 (Heavy Lift Helo) - KC-130J (Tanker) - V-22 Osprey (Troop Transport) - Fleet Oiler - Towing, Salvage, and Rescue Ship - Ship to Shore Connector Non-Logistics platforms that received plus ups: - F-35 Missiles and surface combat capabilities received severe cuts. To me, the essence of how we do logistics is very important. Our proficiency, culture, and experience will serve us well. But there is no substitute for sheer mass. ICYMI: a media snippet ✂ Post: Surviving the Push: Legacy Space Companies and the SDA Do excuses matter in a market full of capable competitors (one of them extraordinarily aggressive)? A recent SpaceNews article prompted me to revisit an analysis I wrote nearly two years ago. In it, I asked whether legacy satellite manufacturers, such as Northrop Grumman and Lockheed Martin, could accomplish something they rarely (if ever) do: build inexpensive satellites quickly, with no delays, for the Space Development Agency (SDA). That agency is attempting to avoid the usual lengthy acquisition death spirals. At the time, I noted that the SDA was nudging legacy manufacturers to buy into its new space technology acquisitions model. At the time, the question I posed was: Could the legacy manufacturers adapt to the SDA’s needs? I thought they might, but it was not a confidence-inspired belief. While both companies offer in-house satellite buses, sensors, etc., neither could build satellites quickly (for reasons listed in the analysis). I assumed their inability was why both companies turned to smallsat manufacturers such as Terran Orbital and Airbus OneWeb to help meet the SDA’s requirements. This seemed to work for them, as Lockheed deployed 10 SDA satellites in 2023, and Northrop is on track to deploy its Airbus-based satellites for SDA in September 2024. Since that article, the SDA has begun pushing instead of nudging. Not all legacy companies appear to be dealing well with these shifts in military space acquisitions. L3Harris, yet another military-focused aggrecorporation, appears to be one of those. The SpaceNews article portrayed it as a company under stress. L3Harris publicly blamed both space industry supply chain and Moog for its inability to meet the SDA’s schedule (despite having over three years to build four small satellites). The Moorman Center for Space Studies, National Security Space Association (NSSA)'s independent think tank, today released a report entitled, “America’s Asymmetric Vulnerability to Navigation Warfare: Leadership and Strategic Direction Needed to Mitigate Significant Threats.” Authored by Marc Berkowitz, a member of NSSA’s Board of Advisors, the report describes growing threats to the U.S. Global Positioning System (GPS) and makes recommendations to mitigate vulnerabilities to such threats and reestablish U.S. leadership in space-based and terrestrial positioning, navigation, and timing. Thanks to John Ʌ Konrad V (gCaptain) for speaking with Mike Benitez and I about the Merchant Marine on the The Merge! The Merchant Marine is the United State's forgotten service. Among other things It makes up 35% of the Navy's 370 ship fleet where it is responsible for refueling, re-supply, and many other support activities. Without merchant mariners the Navy simply cannot function in deep waters for more than a few days. The Merchant Marine is also the force we would rely upon in any global conflict to move goods and material around the world. Today the fleet is woefully undersized, underfunded, under-appreciated, and under-manned. This is the force that was critical to the battle of the Atlantic and Europe's eventual triumph in WWII. To make matters much worse the US maintains about 100,000 tons of annual shipbuilding capacity whereas China has approximately 23,500,000 tons of capacity. In any conflict between the US and China, their 235X greater building capacity would be decisive in the naval arena. If you aren't a Merchant Marine expert but you want to be up to speed on geopolitics and US national security, this episode is mandatory listening.

Adapting IRM&CM to contemporary warfare demands a multifaceted approach. Decentralised ISR Management: Empower field units and establish forward-deployed ISR cells for quick decisions. Field commanders can make immediate ISR tasking decisions, and ISR cells at brigade levels can rapidly interpret intelligence. Improved Communication: Enhance secure communication networks and integrate C2 systems for real-time coordination. Secure, high-bandwidth links ensure rapid information sharing, while systems like DCGS provide a comprehensive operational picture. Agile ISR Assets: Deploy rapidly adaptable UAVs and multi-role platforms. Portable UAVs can be quickly launched and re-deployed, and multi-role platforms can adapt to various missions without extensive reconfiguration. Continuous Training: Conduct training and simulations to refine dynamic IRM&CM processes. Realistic scenarios and virtual simulations help ISR teams practice rapid responses to changing battlefield conditions. These strategies enhance ISR operations, ensuring timely intelligence and responsiveness in dynamic environments.

"After being identified as a warfighting domain in its own right, space is now becoming the latest focus for the intelligence agencies supporting Department of Defense (DOD) operations," writes Scott King. Because of this, the Space Situational Awareness (SSA) has evolved into a much broader Space Domain Awareness (SDA). Although not a particularly new development in terminology, it does blur the lines between intelligence and operations—which is where "operational intelligence" comes into play. These days, operational intelligence is essential. After all, how are you supposed to carry out military operations if you don't have a good understanding of the threat landscape? SDA requires understanding of mission and capabilities far beyond awareness of the "situation" of order of battle. PitchBook just released an update on Defense Tech for 2024 and highlighted the work Defense Innovation Unit (DIU), the Office of Strategic Capital, National Security Innovation Capital as well as the service-led organizations like AFWERX, SpaceWERX, and NavalX are doing to build the defense industrial base. There is also some great information about the Replicator and the Hybrid Space Architecture initiatives. "Despite a slowdown in VC dealmaking in the past year, defense tech remains a resilient market—with over $9 billion invested across 228 deals so far in 2024, according to our latest Emerging Tech Research. I'm glad there is progress to reduce the barrier to entry for ATOs but everything we are doing isn't enough. There is a lot of bureaucracy behind the ATO much beyond technical validation. At some point it becomes a perception and emotional one at some levels. Ultimately I envision a world where ATO issuance is moved to a central DoD office where vendors pay to play and get issued an ATO with proper controls and validation. Then they go find customers. Industry would take more risk, yes. But now their potential to recieve funding is increased and their timelines to achieve PoR are massively reduced Coming to a customer with a DoD ATO able to cross pollinate against organizations would be highly effective. #innovation

Fed Gov Today is gives a forum for open conversations on important topics facing government. Feel free to drop your thoughts and inputs in the comments to continue the conversation. As I explained in the interview, innovation is commonly used as a noun (a thing) which, in my opinion, detracts from the acceptance of innovation frameworks to unleash the potential of a team. What if we embraced innovation as a verb (an action) or an adjective to describe HOW an organization approaches disruptive initiatives? Thanks for the interview, Francis!
