About us
UTEC's mission and promise is to ignite and nurture the ambition of our most disengaged young people to trade violence and poverty for social and economic success. Founded in 1999 by youth in Lowell, UTEC now serves impact young adults living in Lowell, Lawrence, and Haverhill, MA. UTEC’s nationally recognized model begins with intensive street outreach and gang peacemaking, reaching out to our most disconnected young adults to meet them “where they are.” Each young person in our target population (ages 17-25, with a history of serious criminal and/or gang involvement) receives up to three years of intensive case management. UTEC provides paid work experience through our social enterprises within a transitional employment framework. We provide alternative education through tutoring, HiSET/GED preparation, and dual-enrollment opportunities to earn community college credits. Social justice and civic engagement are embedded in all programming, with special emphasis in our organizing and policymaking work, locally and statewide. UTEC’s three primary outcomes are: reduced criminal involvement, increased employability, and increased educational attainment. Driven by evidence-based data, the recidivism rate of UTEC-enrolled young adults averages less than 20%, compared with a statewide average above 50%.

Jonathan is one of our recent Change Facilitator Graduatess who holds a long standing passion for peace and non-violence. He is a graduate from The School for International Training with his MA in Peace and Justice Leadership and is now working to receive his graduate certificate in Conflict Analysis and Resolution (a concentration on prevention and stabilization contexts) at George Mason University. Jonathan currently volunteers for Refugee Protection International to assist and support the refugee self-reliance programs in Ukraine and the Middle East. Based in Massachusetts, USA he is employed at UTEC, which services some of the communities most at-risk and disengaged youths. With the Change Facilitator Program, he looks to facilitate restorative, creative, and engaging exercises to bring non-violent education to gang affiliated and gang affected youth. His feedback is extremely valued by the Non-Violence Project foundation, and we are grateful for @JohnathanScheidegger being part of the global training program, Johnathan. "I found the training of the Non Violence Project Foundation to be very valuable and meaningful to my professional development. The content was very comprehensive and educational. I have great confidence that with planning and collaboration I can come up with a very successful workshop to serve those I am working with. Last week, our staff took a training on gangs in the Merrimack Valley led by UTEC's own Carlos, our Director of Reentry, and Jose, our Director of Streetwork. Gangs exist to meet a need, whether it be for safety, family, or resources to live. We were reminded that gangs themselves are not the problem; it's the systematic issues like poverty, institutional racism, and community disinvestment that create inequality and lack of opportunity for certain groups. By focusing on the root cause of gang activity, we can produce more sustainable solutions to reduce gang violence and improve community well-being. #merrimackvalley #communityviolenceintervention #lowell #lawrence #haverhill #peacemakers

Raising the age to 18 will improve public safety by reducing the chance of repeat criminal activity (recidivism). 18-year-olds are highly amenable to rehabilitation, and the education and support services they receive in the Department of Youth Services is far greater than what they would receive in adult prison. #raisetheage #education #criminaljusticereform #massachusetts
