Two methods that I've seen used repeatedly, and fail, are first, the implementation of cultural change by policy/edict/announcement and second, by charismatic leadership. While both may illicit temporary results, they are both ephemeral and the organisation will revert to type once the influence of the person or the document is far enough in the rear view mirror. Unless you can hold a charismatic leader in place indefinitely, the way to lasting cultural change is through the incentives and 'nudges' a business implements, because they reflect the real values and priorities of the company. Incentives = rewards and penalties Nudges = alter people's behaviour without restricting options or significantly changing their economic incentives.
