A thing about consistent and long-term teams is that they jam - they are sincere to each other, harmonious and communicative. And sincerity comes with honest (but constructive!) criticism when someone falls short, but it also comes with heartfelt recognition when someone delivers well. Once a team is recognized for their work, they might just start feeling as part of a family.

Team members are important stakeholders. And stakeholders need to know what is in it for them. A team member not engaging with discussion shows that the said member has no clarity how the roadmap serves her/his interests. So it will be a good idea to let people know what benefits they can expect from the whole exercise.

We are more alike than we may care to acknowledge. For most of us, purpose leads to passion and positive energy. Also it is now proven, that selfish motivations fail to sustain the energy for the long term. It is usually the impact caused in the lives of our customers that makes us energized. If I feel a general lack of enthusiasm, I would zoom out of the roadmap discussion and reiterate our mission. Why do we exist. Make it personal, not fuzzy. Reiterate it over and over. Maybe step out of the building and see the lives of our customers first hand. A team that keeps coming back to the core mission - the WHY - of all that we do, will find the energy levels coming back

I want to quote a real life example of how some companies have navigated challenges of remote working, GitLab is one such example. They make use of tools such as GitLab, Zoom, Slack & Mural. GitLab’s all remote team uses Gitlab for all project management, version control, Zoom for video conferencing, Slack for communication & Mural for collaborative white-boarding. Based on what I’ve learned from my network is that the product managers & team leads prepare backlog and agenda in advance, during the execution phase in sprint planning the team reviews priorities, estimates tasks using planning poker ,&documents all decisions in GitLab. Regular check ins & retrospectives are helpful in refining the process & continuous improvement.
