You can't change it. Steam doesn't have all games available at all regions. You can't buy Dark Souls: Prepare to Die edition in Israel either.
Your options are: Buy it at shopto.net or another online vendor that sends you a CD-key/physical disc, have a friend who lives abroad buy it on Steam and gift you, or buy it at Bug and other local stores.
