for some reason my villagers wont go into the jails when i drop them on them. they used to before but i removed everyone from the jails and then later when i decided to clense my lands of impure norsemen they all refuse to goto jail. i started dropping a few into the torture area and sacrifice them for mana but they all refuse to goto jail. i had to build a small walled in ghetto to keep the norse separate from my greeks. what causes them to actually go in jail when told?
