Please note that WordPress adds only one .htaccess file.
I suspect that it is some backup/cache plugin you have installed on your website. The only file which matters is the .htaccess file which seems intact. What you can do now is to disable the backup/cache plugins, move all the backup files and then check if the problem persists, also take a look at the error log file if you have DEBUG_LOG turned on your website.
If you could figure out the problem causing the issue, do contact the plugin author and ask the author if it is safe to remove those plugin backup files.

Yep, I get these too. LiteSpeed Cache makes these backups whenever I deactivate/reactivate it for troubleshooting or make a change to the cache configuration that impacts htaccess. I usually change the access permissions to 400. When there gets to be too many I delete all but the most recent – just in case I need to roll back.
