Is there a way to turn off add new button for the end user?

I’m having a problem of turning off the ‘add new’ button, that creates a new website for the end-user. To stop them from creating other websites.
When I look at the settings in the edit user settings the ‘Users Can Register’ with the value set at ‘0’ can this value be changed to something else that stops the end-user creating additional sites?Has anyone got any advice on this?

You should log into the super admin page. Goto: yoursite.com/wp-admin/network/settings.php. The you select option ‘user accounts may be registered’. See image https://www.dropbox.com/s/0v9m7wa4ds87ihq/screenshot%202019-10-12%20at%2002.44.59.png?dl=0 . This should resolve your issue.
