Is there a way to add a form not tied to a job listing? CV Uploads only

Looking to add a form to a page, ‘Upload CV’, where applicants can upload their CV for future positions that become available. Every form appears to be tied to an actual job, rather than just creating a standalone form.

All I need is for users to be able to upload their CV separately from any job listing.

Or does every form entry have to be tied to a job?
