Does not skip sanitation (base64 images)

    Although the user that uploads the SVG image file is an Administrator, and that role being excluded (by default) from the users whose SVG image files should be sanitized, the SVG is still stripped, a src attribute, containing a base64-encoded raster image is missing in the uploaded SVG.
