    there is no 6.0.9 version available: https://de-at.wordpress.org/download/releases/

    It looks like the latest minor version is missing for every locale other than the US English original, but only for the branches 6.3 to 4.1.

    I have asked in the #core Slack channel if someone with more insights can have a look why this happened.

    This has nothing to do with translations (although this is a good explanation about the process).

    The translation for de_AT is 100%
    https://translate.wordpress.org/locale/de-at/default/wp/6.0.x/

    This was reported as a bug with the build process:

    Release packages for locales that have customizations cannot currently be built automatically. There is a pending systems request to clean up the build server. As soon as this is done, packaging should be resuming. No ETA.

    Unfortunately this is still not resolved for older branches.
